(AP) ? Landry Jones threw for 256 yards, Blake Bell punched in two short touchdown runs and No. 12 Oklahoma set up a Bedlam showdown for the Big 12 championship by beating Iowa State

Trey Franks finished with 88 yards rushing on two long reverses to set up scores for the Sooners (9-2, 6-2 Big 12), and Michael Hunnicutt matched his career-high with four field goals.

Rebounding after allowing a school-record 616 yards allowed last week in a 45-38 loss at Baylor, Oklahoma held Iowa State (6-5, 3-5) to a season-low 245 yards and only let the Cyclones score after James Winchester's snap sailed over the head of punter Tress Way in the first quarter.

Oklahoma will visit No. 4 Oklahoma State next week with the winner earning the Big 12 title.

The Cyclones didn't sustain a drive for longer than 35 yards and got their only points on Jared Barnett's 10-yard touchdown pass to Albert Gary one play after Oklahoma's botched punt. They got shut out the rest of the way, failing in their chance to pull off another monumental upset eight days after the biggest win in school history last week against then-No. 2 Oklahoma State.

Iowa State hasn't beaten ranked opponents in back-to-back weeks since 1974 and was trying to win for just the sixth time in 76 meetings with Oklahoma all time.

Each team turned it over four times in a game played in front of thousands of empty seats at sold-out Owen Field, with winds sustained at over 30 mph and gusting beyond 40 mph.

The Sooners were able to find enough offense to win it. Bell scored on a 3-yard run and a 1-yarder, and Oklahoma settled for field goals on four other red zone possessions.

After being practically unstoppable in the scoring zone a week ago at Baylor, Bell ran into trouble early on against the Cyclones. He was stuffed on Oklahoma's first red zone possession, leading to Hunnicutt's 20-yard field goal, and then threw an interception to Jake Knott the next time.

But the Sooners kept going back to their third-string quarterback, who last week joined J.C. Watts and Jamelle Holieway as the only quarterbacks in the program's history with four rushing TDs in a game. He scored on a 3-yard keeper in the second quarterto give Oklahoma the lead to stay, then smashed his way into the end zone from a yard out on the next possession to make it 17-6.

Hunnicutt added field goals from 28 and 36 yards to push the halftime lead to 23-6, and he provided the only points of the second half on a 21-yarder. Franks set it up with a 45-yard reverse, getting tackled at the 1-yard line before the Sooners' goal line offense got stuffed.

Jones failed to throw a touchdown pass for the second straight game and had two interceptions.

Barnett finished with 125 yards on 13-for-28 passing with one interception, losing for the first time in four career starts. He also fumbled a first-quarter handoff to James White, after White had already fumbled on his first carry of the game.

The Cyclones also turned it over when linebacker Jevohn Miller muffed a kickoff that was blown around by the wind, leading to Hunnicutt's third field goal of the opening half.

Iowa State had its lowest yardage output since being held to 183 in a 52-0 shutout at Oklahoma last season.

(AP) ? A year from Election Day, Democrats are crafting a campaign strategy for Vice President Joe Biden that targets the big three political battlegrounds: Ohio, Pennsylvania, and Florida, states where Biden might be more of an asset to President Barack Obama's re-election campaign than the president himself.

The Biden plan underscores an uncomfortable reality for the Obama team. A shaky economy and sagging enthusiasm among Democrats could shrink the electoral map for Obama in 2012, forcing his campaign to depend on carrying the 67 electoral votes up for grabs in the three swing states.

Obama won all three states in 2008. But this time he faces challenges in each, particularly in Ohio and Florida, where voters elected Republican governors in the 2010 midterm elections.

The president sometimes struggles to connect with Ohio and Pennsylvania's white working-class voters, and Jewish voters who make up a core constituency for Florida Democrats and view him with skepticism.

Biden has built deep ties to both groups during his four decades in national politics, connections that could make a difference.

As a long-serving member of the Senate Foreign Relations Committee, Biden cemented his reputation as an unyielding supporter of Israel, winning the respect of many in the Jewish community. And Biden's upbringing in a working class, Catholic family from Scranton, Pa., gives him a valuable political intangible: He empathizes with the struggles of blue-collar Americans because his family lived those struggles.

"Talking to blue-collar voters is perhaps his greatest attribute," said Dan Schnur, a Republican political analyst. "Obama provides the speeches, and Biden provides the blue-collar subtitles."

While Biden's campaign travel won't kick into high gear until next year, he's already been making stops in Ohio, Pennsylvania and Florida this fall, speaking at events focused on education, public safety and small businesses and raising campaign cash. Behind the scenes, he's working the phones with prominent Jewish groups and Catholic organizations in those states, a Democratic official said.

Biden is also targeting organized labor, speaking frequently with union leaders in Ohio ahead of a vote earlier this month on a state law that would have curbed collective bargaining rights for public workers. After voters struck down the measure, Biden traveled to Cleveland to celebrate the victory with union members.

The Democratic official said the vice president will also be a frequent visitor to Iowa and New Hampshire in the coming weeks, seeking to steal some of the spotlight from the Republican presidential candidates blanketing those states ahead of the January caucus and primary.

And while Obama may have declared that he won't be commenting on the Republican presidential field until there's a nominee, Biden is following no such rules. He's calling out GOP candidates by name, and in true Biden style, he appears to be relishing in doing so.

During a speech last month to the Florida Democratic Convention, Biden singled out "Romney and Rick", criticizing former Massachusetts Gov. Mitt Romney for saying the government should let the foreclosure crisis hit rock bottom, and hammering Texas Gov. Rick Perry's assertion that he would send U.S. troops into Mexico.

And he took on the full GOP field during an October fundraiser in New Hampshire, saying "There is no fundamental difference among all the Republican candidates."

Democratic officials said Biden will follow in the long-standing tradition of vice presidents playing the role of attack dog, allowing Obama to stay out of the fray and appear more focused on governing than campaigning.

The officials spoke on the condition of anonymity in order to discuss internal strategy. The Obama campaign has been reluctant to publically define Biden's role in the re-election bid this early in the run, though campaign manager Jim Messina did say the vice president would deliver an economic message to appeal for support.

"You'll see him in communities across the country next year laying out the choice we face: restoring economic security for the middle class or returning to the same policies that led to our economic challenges," Messina said.

Democrats say Biden will campaign for House candidates in swing states as the party tries to recapture some of the seats in Congress lost during the 2010 midterms.

And here again, the vice president's efforts in politically crucial Ohio, Pennsylvania and Florida could be most important. The Democratic Congressional Campaign Committee is targeting 12 districts in those states that Obama and Biden carried in the 2008 presidential race but are represented by Republican representatives.

New York Rep. Steve Israel, who chairs the committee, said he believes Biden could be a "game-changer" in those districts.

"All he has to do is ask voters, has the Republican strategy of no worked for you?" Israel said.

Israel met with Obama and Biden at the White House earlier this month to discuss, among other things, their role in congressional campaigns. While Israel said he hopes Obama will actively campaign for Democratic House candidates, he said "the vice president has already volunteered."

World stocks muted after poor German debt auction (AP)

BANGKOK ? Asian stock markets edged higher Thursday as speculation that China might ease its monetary policy soothed fears that the German economy ? Europe's strongest ? may be succumbing to the continent's debt crisis.

Benchmark oil hovered above $96 per barrel while the dollar fell against the euro and the yen.

Hong Kong's Hang Seng posted a 0.4 percent gain at 17,934.22. South Korea's Kospi rose 0.8 percent to 1,797.68. Benchmarks in Singapore, mainland China and Taiwan also rose.

Japan's Nikkei 225, reopening after a one-day public holiday, fell 1.3 percent to 8,208.47. Australia's S&P/ASX 200 slipped 0.2 percent to 4,044.20. Shares in India, Malaysia and Indonesia also fell.

Speculation that China's central bank was aiming to ease its tight monetary policy helped spur a wave of buying in Hong Kong, analysts said. But the official Xinhua News Agency said Thursday the move ? lowering reserve requirements for six rural banks in eastern Zhejiang ? was administrative rather than a policy shift. The banks' reserve requirements had been raised a year earlier after they failed to lend enough to farming businesses.

There have been signs that China's campaign of interest rate hikes and credit controls to tame stubbornly high inflation has been working, giving it leeway to ease monetary policy as the world economy stumbles.

"The positive catalyst today is the expectation that the China tightening cycle might loosen," said Jackson Wong, vice president at Tanrich Securities in Hong Kong. "I do think the rebound is pretty short term."

The chatter over Beijing's monetary policy helped push up Chinese banking shares. Hong Kong-listed Agricultural Bank of China Ltd. jumped 3.3 percent and Industrial & Commercial Bank of China, the country's biggest commercial lender, rose 1.9 percent.

But heavy industrial shares, which are closely tied to economic growth, fell as worries about a global economic slowdown grew. Japan's Komatsu Ltd., a world leader in construction machinery, lost 3.8 percent. India Tata's Steel fell 2.6 percent.

Global markets were spooked Wednesday by the poor results at an auction of German debt, which met with only 60 percent demand. Germany's Financial Agency blamed "the extraordinarily nervous market environment."

The weak buying suggests that Europe's crisis might be infecting strong nations that are crucial to keeping the euro currency afloat. Germany bears much of the burden of bailing out weaker neighbors such as Greece and Portugal.

Analysts at Credit Agricole CIB said the European debt crisis remains "the major concern for the markets" and that the German debt auction signals the spread of "the contagion to hard core economies" in the region.

Borrowing costs for Italy and Spain rose from levels that already were considered dangerously high. Europe lacks the resources to bail out those countries, its third- and fourth-biggest economies.

In the U.S., the government released a mixed batch of economic reports. Slightly more people applied for unemployment benefits last week, a sign that layoffs continue.

Consumer spending was sluggish but incomes rose a bit more than expected. Orders for long-lasting manufactured products fell for a second month and business investment dropped off.

The Dow fell 2.1 percent to close at 11,257.55. The Standard & Poor's 500 index fell 2.2 percent to 1,161.79. The Nasdaq fell 2.4 percent to 2,460.08.

U.S. markets will be closed on Thursday for the Thanksgiving holiday and will have shortened hours on Friday.

Benchmark crude for January delivery was up 37 cents at $96.54 a barrel in electronic trading on the New York Mercantile Exchange. The contract fell $1.84 to settle at $96.17 in New York on Wednesday.

In currency trading, the euro rose to $1.3373 from $1.3326 late Wednesday in New York. The dollar dropped to 77.09 yen from 77.35 yen.

Sublime Federer thrashes Nadal in London (Reuters)

LONDON (Reuters) ? Holder Roger Federer produced an hour of sublime quality to crush Rafa Nadal 6-3 6-0 at the ATP World Tour Finals on Tuesday and clinch a place in the last four with a match to spare.

The 17,500-capacity crowd crammed into the O2 would have been expecting something longer from the eagerly anticipated 26th clash of the great rivals but the 60 minutes of magic Federer served up will live long in their memories.

Blazing winners to all corners of the court, the Swiss 16-times grand slam champion was simply unstoppable as he recorded his most emphatic victory against the man who had beaten him in 17 of their previous encounters.

"This win ranks high because it's against my biggest rival, probably," Federer, whose game looked sharper than ever despite him turning 30, told reporters.

"It was a great match for me from start to finish. I've felt the power of Rafa in the past, so this is a great match for me, a nice win."

World number two Nadal now faces a win or bust clash with Jo-Wilfried Tsonga on Thursday in his final Group B match after the dangerous Frenchman produced fireworks of his own to beat American Mardy Fish 7-6 6-1 and stay in contention.

"It's not the moment to say goodbye. If I win my next match I will be in the semi-finals," Nadal said. "I just have to accept today he played too good for me."

Federer's dazzling display softened the blow for the home crowd and organisers after local favourite Andy Murray withdrew when his superb season was cut short by a groin injury.

Murray, the world number three, announced he was pulling out after aggravating the injury during his opening Group A defeat by Spain's David Ferrer on Monday.

Serbia's world number nine Janko Tipsarevic, the on-site alternate, will take the Briton's place for the remaining matches.

There was something of a novelty value about the evening match as it was the first time the two dominant players of the last decade had clashed with neither at number one in the ATP rankings and the first time they had met in round-robin play.

GLUM MURRAY

Federer trailed 17-8 in their head-to-head record but had won all three previous meetings indoors, including last year's final at the O2, and once again the court proved perfect for his game as winners flowed from his strings like liquid gold.

There was no real hint of what was to come as the first five games went with serve.

Federer, bidding for a record sixth title at the tournament in three different cities, took charge in the sixth game when he prevailed in a 33-shot exchange on break point to lead 4-2 and from that moment never looked back.

He needed just 32 minutes to seal the first set and, try as he might, Nadal was powerless in the face of the onslaught as Federer swept to a victory every bit as ruthless as Nadal's thrashing of the Swiss in the 2008 Roland Garros final when he offered up just four games in three sets.

"We've played so many times, sometimes it just derails for you, like it derailed for Rafa today and it did for me at the French Open," Federer said.

"You know what good front-runners the top guys are. Once you start rolling, it's hard to stop the player. Next thing you know, you're facing a debacle."

Nadal, winner of 10 majors but never the season-ending title, can still redeem himself although Tsonga will fancy his chances after a convincing display against weary debutant Fish who can no longer reach the semis.

Tsonga, sporting a pair of bright red tennis shoes, stormed through the last six games in swashbuckling fashion although Federer still tips Nadal to progress.

"You can never count out Rafa," he said of the match which has now become a traditional knockout. "It's an open match to a degree but I still favour Rafa because of who he is."

Murray can only rest and start preparing for next season after a long campaign, in which he reached the semi-finals of all four grand slams and won five titles, caught up with him.

"It was one of those things where you kind of hope that things are going to get better, but the reality was that wasn't ever going to happen," a glum-looking Murray told reporters.

"Yesterday I was really unhappy on the court. I wasn't enjoying it at all. I couldn't give anywhere near my best."

World number one Novak Djokovic seeks his second Group A victory on Wednesday against Ferrer, while Tomas Berdych, who lost a tight three-setter to Djokovic on Monday, faces Tipsarevic who will be making his debut in the elite event.

Medtronic 2Q profit rises on favorable comparison (AP)

WASHINGTON ? Medical implant maker Medtronic Inc. says its second-quarter profit jumped more than 50 percent because of a favorable comparison to last year's quarter, which was weighed down by legal costs.

The company reported net income of $871 million, or 82 cents per share, compared with $566 million, or 52 cents per share, in the same quarter last year.

Excluding one-time items, the company would have earned $898 million, or 84 cents per share. Revenue edged up 3 percent to $4.13 billion.

Those results topped analyst expectations for earnings of 82 cents per share on revenue of $4.07 billion.

For over a year Medtronic has reported weaker sales of its leading franchises, defibrillators and spinal implants, because of tighter hospital budgets and reduced procedures.

Medtronic is based in Minneapolis.

Mike Ragogna: myLocal Heroes: An Interview With Fairfield's Scott Morris

2011-11-22-Sunnybrook.jpg

Out of a little known corner in Iowa, tucked away in the peculiar and extraordinary town of Fairfield, comes this story of a new kind of community empowerment program that could hold the key to a more transparent, more life-supporting, more humanitarian money supply and system of incentives.

Since 2009, a core of social entrepreneurs has been crafting and proving out a new model of wealth generation centered on social and economic equity, the spirit of harmony found in volunteerism, and respect for individual sovereignty. The group piloted their now flagship "Hero Rewards" program from April to July of 2011, cataloging their experience of empowering local charities in engaging the community, rewarding local volunteers for being proactive in community building, and bringing stimulus to the local economy all at once with something no more complex than a coupon. With the pilot concluded, a group of civic-minded community members invited the Hero Rewards team to present their findings and on how they intended to perpetuate the model to the benefit of both Fairfield and beyond.

"myLocal Cooperative" emerged as the parent, administering organization that oversees the Hero Rewards, while it also provides a "Community Operating System" App for web and mobile along with a slew of relevant online marketing services to its merchant members. The Community Operating System provides: a unified community calendar, where the cornerstone entities of the community can unify their event listings alongside local schools, venues, and charities, and where individuals can customize their personal feed according to their own interests; a new platform for exchange called "myLocal Marketplace" which allows local trade to occur in a plethora of media from purely time-based "timebanking" to business-to-business barter while also featuring job listings, daily deals, and more; and finally, a new authority to the individual through "myLocal Voice", an online town-hall environment where people can express and discuss ideas, identify priorities, and see action taken on agreed-upon solutions. It brings all this to life in a rich maps-layer where people can interact with their locale and enjoy local wealth experiences in ways unlike ever before.

A Conversation with myLocal's Steve Morris

Mike Ragogna: So Scott, tell me a bit about how myLocal came to be.

Scott Morris: We started as a round table that was exploring alternative methods for local economic development. We wanted to create an program for Fairfield that had the benefits of a complimentary currency, but would not be perceived as one. We wanted to create a program that would help boost resilience and self-reliance while also activating latent resources in the community.

What we ended up with was a program called "Hometown Hero Rewards" which we piloted to explore whether rewarding volunteerism and other socially progressive activities with local merchant promotions and deals would be something that people would appreciate. What we actually created was something much more, something that everybody in the community could get behind, and in fact DID.

MR: How did the Hero Rewards pilot turn out?

SM: It actually turned out a lot better than any of us expected. The Civic Organizations loved the extra coverage and promotion of their events, Volunteers were thrilled to receive the Hero Rewards--actually called "Merits"--and participating Merchants recognized the value of pledging their "off hours" capacity to those who've gone and bettered the community. It was a win-win-win, and like we said, everybody got behind the idea. The data we collected speaks to what this program can do for local economies.

MR: You're running a crowd-funding campaign right now, tell me a little bit about that.

SM: We're raising $25,000 to kick-start the development of our "Community Operating System" App. The campaign can be found via the link: www.mylocal.coop/thiswayup and will certainly inspire pledges from readers who like the idea of generating an abundance of jobs, creating a brighter future for our children, and helping "local" to become the next cool and convenient thing to do. It ends on midnight on Thanksgiving Day, so the heat is on for us to get this link out there and around networks who will respond positively to our message. If you have networks you think will appreciate real solutions for local communities, than please share the link with them. We're counting on grassroots support, and we invite your readers to take a closer look.

MR: Do you think you'll actually get the money?

SM: The early-adopter wave of support we have seen is HUGE for campaigns of this type, and yes, we do intend on hitting our goal of $25,000 before November 24th. We're committed and we wouldn't waste our time unless we could actually pull it off. I mean, there's a whole field of possibilities out there, and with your help, the help of your readers, and the larger network of concerned and intelligent people out there, we think success is well within reach.

MR: What's the Community Operating System?

SM: It's a web and mobile app that puts the power of "local" into the palm of your hand. It combines the Hero Rewards program with mobile payments and a whole suite of other community services. For merchants, it lowers the cost of doing business with smartphone users and increases security and convenience for everyone. The user interface is maps and calendar-based for navigating local events, deals and promotions, and opportunities to engage in achieving the greater good through social engagement.

MR: How will it make life easier, can you give me some examples?

SM: (1) I've got kids in school, and I want to stay on top of related events. myLocal Calendar gives me the controls to subscribe to events that are school-related, receive updates via email, and have one-click access to details and directions if I need them. (2) I'm in college, I need to find ways reduce financial pressure. The COS allows me to explore opportunities to qualify for Hero Rewards, publish my skills in myLocal Marketplace for others to search and hire, and find deals that help me get more from the dollars I have in addition to generally expanding the bandwidth of what I can trade for goods and services around town. (3) I'm a massage therapist, and the Community Operating System allows me to be found by people who are interested in supporting the local economy. I can barter my services with local businesses, easily trade hour-for-hour with other people who have skills to offer, and I can attract new customers by participating in Hero Rewards.

Brazil fines Chevron in $28 million for oil spill (AP)

SAO PAULO ? Brazil's environmental agency said Monday it will fine Chevron nearly $28 million for a continuing oil spill off the Rio de Janeiro coast, and the company could face several more similar fines in the coming days.

The agency said through its press office that it will fine the oil company the maximum 50 million reals allowed under current Brazilian law.

Environment Minister Izabella Teixeira said at a press conference in Brasilia, however, that as an investigation into the leak continues, Chevron could face "five or six" other fines of the same amount if more infractions are found.

Rio de Janeiro state's environment secretary, Carlos Minc, said the national government will also ask Chevron to pay for damages caused by the Atlantic spill.

"We believe the accident could've been avoided. There was an environmental crime," Minc told Globo TV and other Brazilian media. "They hid information and their emergency team took almost 10 days to start acting."

Teixeira and other officials said Chevron hid information about the extent of the spill from the Brazilian government, took far too long to begin clean-up operations and didn't have the proper equipment to contain the leak.

Chevron Corp. officials have accepted responsibility for the spill but reject accusations they did not notify local authorities quickly enough or properly manage the cleanup.

Minc said he considers the environmental agency's fine lenient, but opened the possibility that other fines could eventually be added under Rio de Janeiro state law. In addition, Brazil's National Petroleum Agency could even consider banning the company from operating in Brazil for a limited time.

"There was negligence," Minc said. "Rio will not allow any kind of environmental impunity."

He said Chevron, based in San Ramon, California, will be expected to pay about $5.6 million in reparation for the damage to the environment.

"We are still calculating the costs," Minc said. "Part of that money we want to use to increase the monitoring of our ocean."

Brazilian President Dilma Rousseff was expected to meet with the national environmental minister and its mines and energy minister to discuss the oil spill and determine the government's actions.

The National Petroleum Agency said more than 110,000 gallons (416,300 liters) of crude oil may have reached the ocean floor since the leak began Nov 7.

George Buck, chief operating officer for Chevron's Brazilian division, said Sunday the spill occurred because Chevron underestimated the pressure in an underwater reservoir.

Chevron was drilling an appraisal well about 230 miles (370 kilometers) off the northeastern coast of Rio de Janeiro when the leak started as crude rushed upward and eventually escape into the surrounding seabed.

The oil has leaked through at least seven narrow fissures, all within 160 feet (50 meters) of the well head on the ocean floor.

Eighteen boats work on a rotating basis on the slick, with a varying number of vessels working simultaneously, Buck said.

The leak is a test for Brazil as huge offshore oil finds have been announced recently, with estimates they could hold at least 50 billion barrels of oil.

Brazil has had bigger oil spills. In 2000, crude spewed from a broken pipeline at the Reduc refinery in Rio de Janeiro's scenic Guanabara Bay, dumping at least 344,400 gallons (1.3 million liters) into the water. Just a few months later, more than 1 million gallons (3.8 million liters) of crude burst from a pipeline operated by state-controlled oil company Petrobras into a river in southern Brazil.

Brazil's worst oil disaster was in 1975, when an oil tanker from Iraq dumped more than 8 million gallons of crude into the bay and caused Rio's famous beaches to be closed for nearly three weeks.

Microsoft streamlining Windows 8 install process, promises setup in just 11 clicks

Trudging through Windows 7's upgrade process drags users through as many as four wizards, 60 windows, and more mouse clicks than anybody at Microsoft cared to count. In a recent study covering PC upgrades, Redmond found this was simply too much of a hassle for many customers. The fix? Consolidate and streamline -- according to the outfit's Building Windows 8 blog, upgrading customers will be able to power through installing Windows 8 using a single wizard in as few as 11 clicks. The new process scans the machine for compatibility, checks for the best version of Windows to install, and prompts the user through the process. Moreover, using Windows 8's upcoming web delivery method pre-keys the setup image, freeing users from remembering a 25-digit product key. Advanced users will be able to use a new Windows Assessment and Deployment Kit to create customized unattended setup configurations for multi-boot and specialized network installations. Disgraced ex-Boston archbishop leaves Rome job (AP)

VATICAN CITY ? Cardinal Bernard Law, who resigned in disgrace as Boston's archbishop in 2002 after the priest sex abuse scandal exploded in the United States, has left his subsequent job as head of a major Roman basilica.

The Vatican said Monday that Pope Benedict XVI had accepted the 80-year-old Law's resignation as archpriest of St. Mary Major basilica and had named as Law's replacement Spanish Monsignor Santos Abril y Castello.

Law's 2004 appointment as the archpriest of one of Rome's most important basilicas had been harshly criticized by advocates for clerical sex abuse victims, who say bishops who covered up for pedophile priests should be punished, not rewarded.

Law turned 80 earlier this month.

While the pope could have kept him on longer ? the dean of the College of Cardinals, for example, turns 84 this week ? Benedict decided to replace him.

The Vatican announcement made no mention of Law's resignation, though, merely noting in a perfunctory, two-line statement that Benedict had named a new archpriest for the basilica.

Law became the first ? and so far only ? U.S. bishop to resign for mishandling cases of priests who sexually abused priests.

He had been named in hundreds of lawsuits accusing him of failing to protect children from known child molesters. After 18 years leading the nation's fourth-largest archdiocese, Law resigned in 2002, having asked Pope John Paul II twice before receiving permission to step down before reaching the mandatory retirement age for bishops of 75.

Ten months after he left office, Law's successor, now-Cardinal Sean P. O'Malley helped broker an $85 million settlement with more than 550 victims of pedophile priests.

Law remains a member of a half-dozen important Vatican congregations, including the office that helps the pope select bishops. Such appointments are for renewable five-year terms and it's not clear when each one expires or whether he'll seek to stay on.

While he was in Rome, Law was a frequent presence at all major Vatican ceremonial and diplomatic events, a lifestyle that galled many abuse victims who have long insisted that the Vatican crack down on bishops who transfer abusive priests rather than report them to police.

Law's successor at St. Mary Major ? one of the four basilicas under the direct jurisdiction of the Vatican ? retired earlier this year as the Vatican's ambassador to Slovenia and Macedonia.

Abril y Castello, 76, is also the No. 2 prelate who helps take care of matters dealing with a papal death and runs the Vatican until a new pontiff is elected in a conclave.

Now that he is 80, Law can no longer vote in a conclave, though he remains a cardinal.

The Capture of Gaddafi's Son: The Reformer Who Refused to Reform (Time.com)

Up until the moment Libya descended into catastrophic violence last February, Saif al-Islam Gaddafi was under strong pressure by close associates to break ranks with his father's regime. They believed that he, more than anyone else, might have been able to save his country from a disastrous eight-month war, one of Saif's former top aides told TIME in an interview. Now, Saif's final role will instead be as a reviled defendant on trial, rather than a political hero, and could face life imprisonment or execution.

Libyan forces finally cornered the fugitive Saif al-Islam on Saturday near the Libyan Sahara town of Sabha, about 400 miles (650 kms) south of Tripoli. Gaddafi's 39-year-old son ? his father's closest advisor and likely successor ? had been on the run for more than four weeks, after apparently fleeing on Oct. 20 as rebels closed in on Muammar Gaddafi in his home town of Sirte. As rebels set upon his father and killed him that day, Saif is believed to have slipped past rebel checkpoints and escaped into Libya's vast desert. (See pictures of Libyans celebrating their newfound liberation.)

Tripoli erupted in wild rejoicing on Saturday afternoon as news broke of Saif's capture. As people fired guns in the air, it was unclear who ? Libya's armed militias or the country's nascent government ? would decide whether Saif would be handed over for trial by the International Criminal Court in The Hague, or jailed and tried in Libya itself. Saif's capture was announced by Bashir Thaelba, a leader of Libya's Zintan brigade, who said he was being held in that town, west of Tripoli. "We are going to treat him well as a war prisoner," he was quoted saying on Saturday.

But Youssef Sawani believes that Saif might have avoided that fate altogether ? and in the process changed the course of Libyan history ? if only the dictator's heir had listened to him and others who begged him back in February to join the rebels before it was too late. "My recommendation to him before the revolt was to dissociate himself completely from the regime," says Sawani, the former executive director of the Gaddafi Foundation, Saif's hugely powerful political organization. "He could have broken away." (Watch TIME's exclusive interview with Saif.)

Sawani says that on Feb. 6, days before Libya's revolt erupted in eastern Libya, he went to Saif's home and pleaded with him to switch sides. "I suggested to Saif that if he was completely frustrated he should quit, become a dissident and leave the country, and lay the responsibility on the shoulders of the regime."

At the time, Sawani argues, many Libyans would still have accepted Saif at the person best able to stop Libya's descent into all-out violence, and the single best hope to persuade his father to retire in exile. "Libyans were banking on Saif," he says. "He was widely accepted by intellectuals, activists, and the liberal opposition in the diaspora." Sawani's view is disputed in other interviews, including the former rebel Prime Minister Mahmoud Jibril, who had previously worked for Saif's National Economic Development Board, and who told TIME last month, "Saif deceived us all. The real Saif was much uglier than his father."

Sawani, who has a political-science doctorate from the University of Canterbury, had been hired by Saif in 2007 to oversee sweeping political reforms in Libya ? changes which Saif has long claimed were blocked by Gaddafi's hard-liners. In interviews, Saif told me in Feb. 2010 and in March this year that his strong efforts to bring democracy to Libya had been stymied by Gaddafi's regime. (See a who's who of the Gaddafi children.)

If it was true that Saif's reform efforts had been stonewalled by Gaddafi's hard-liners, there was a moment in which Saif could well have abandoned his father and carved a new political future, according to Sawani. By early February, Saif was frantic about the Arab Spring spreading to Libya; Egypt's revolution next door had forced President Hosni Mubarak from power on Feb. 11. While demonstrations erupted in Benghazi and surrounding towns, Saif vacillated for days about what to do. Ultimately, says Sawani, Saif could not grasp that the protests would crush his father's 42-year rule. Indeed, in March ? days before NATO's bombing campaign began, Saif told me he believed Gaddafi would quickly end the revolt and reestablish control, even if NATO intervened.

Saif's problem, says Sawani, is that he felt unable to betray his family. Sawani visited Saif at home on Feb. 16, one day before Libya's revolution began, and told him he was resigning as his director. Saif was upset, he says. "It was a time he needed more help and assistance."

Without his reformist aides, Saif's options quickly diminished. On Feb. 20 he sealed his fate, appearing on television vowing to crush the rebellion with extreme violence. Sawani says a close friend of Saif met him shortly before his speech, and agreed with Saif that the younger Gaddafi would appear on TV to reassure Libyans that the regime would "advance their demands." Sawani says he was in touch with rebels in Benghazi that night who had sat glued to the television, hoping that Saif might break away. Instead, Sawani says, "he came out and said the opposite. Everyone was shocked."

What happens next to Saif could be subject to a contentious international battle. Saif is under indictment by the International Criminal Court for crimes against humanity, for allegedly ordering the killing of unarmed protesters in eastern Libya in February, before the rebels took up weapons. Also indicted is Muammar Gaddafi's former intelligence chief, Abdullah al-Senoussi, who remains at large. As a U.N. member state, Libya's new leaders are legally expected to transfer Saif to the Dutch capital for trial, but many Libyans are now saying they want to see Saif ? by far the most powerful figure from Gaddafi's era left alive ? tried at home. That would allow millions of Libyans to feel they are receiving redress for their suffering under Gaddafi's ruthless dictatorship.

Kobo Vox joins Android-powered tablet e-reader wars (Appolicious)

It?s been a wild ride these past few weeks with surprising early launches for both the Amazon Kindle Fire and the B&N NOOK Tablet, making the market that much more competitive for Kobo?s social e-reader tablet, the Vox. The holiday season is also prime time for price-slashing deals, and AT&T?s ahead of the curve with a special deal for a Samsung tablet and smartphone bundle. LG iss also hoping to broaden its Android devices, revealing plans to launch a Google TV at CES next year. It?s certainly a wide world for Android, as the platform supports a blooming array of gadgets.

Kobo Vox

The Kobo Vox is entering a crowded market with its social tablet, hoping that its sleek design and networking capabilities will help it stand out from its rivals. The Vox was first leaked a few months ago, driving curiosity around the device?s looks and functionality. It?s turned out to be a 7-inch tablet with a 1024x600 pixel display and 512MB of RAM. The Vox also features an 800MHz processor, putting it behind the Kindle Fire and NOOK Tablet, which both run 1GHz dual-core chips. With Android 2.3 Gingerbread, the Vox comes pre-loaded with software for playing music, videos and reading e-books. There?s also featured apps for Facebook and Twitter, as well as news readers for traditional publication lovers.

Samsung Galaxy Tab 8.9 & Galaxy S II Skyrocket

Samsung and AT&T have teamed up for a bundle offer. They?re selling the Samsung Galaxy Tab 8.9 and offering a Galaxy S II Skyrocket for free with the deal (you can actually choose between the Skyrocket and the regular Galaxy S II). Starting Nov. 20 the Galaxy Tab 8.9 4G will cost $479.99 with a new two-year contract from AT&T, and the bonus is obviously the free smartphone, which also comes with support for AT&T?s LTE 4G network. The Galaxy Tab 8.9 is thin at 8.6mm, weighing less than the iPad at 0.985 pounds. Running Android 3.1 Honeycomb and Samsung?s new tablet version of TouchWiz, the Galaxy Tab 8.9 also comes with some enterprise-friendly features like software from Cisco, Sybase, SAP and Citrix. The tablet is powered by a dual-core T250S processor, with a WXGA TFT display at 1280x800 pixels, all protected by Gorilla Glass. There?s a 3-megapixel primary camera and a 2-megapixel front camera, and a slew of other features for connecting to other Samsung gadgets (like your TV).

The Skyrocket is a younger, larger version of the original Galaxy S II, boasting 1GB of RAM, an 8-megapixel rear camera with LED flash, 1080p video capture and a 2-megapixel front-facing camera. There?s a WVGA Super AMOLED Plus display with a 4.5-inch screen. With its dual-core processor, the Skyrocket is indeed built for speed. The best part about this deal is that you?re getting two fairly new Samsung devices in a package deal, making it worth a second look.

LG Google TV

Logitech didn?t see early success with the first iteration of Google TV, but with the launch of version 2.0 of the service, Google is working on getting it right. It?s next partner is reportedly LG, with plans to reveal a Google-enhanced TV set at January?s CES show, just a few weeks away. Few details have been revealed on the deal, and no specs have been confirmed at all. It?s expected to be one of the first to use Google TV 2.0, which better incorporates third party apps and a completely revamped interface.

Liam Neeson to narrate 'War of the Worlds' musical (AP)

LONDON ? Liam Neeson is to have an out-of-body experience in an out-of-this world tale.

The actor is slated to narrate a touring musical version of "War of the Worlds," appearing onstage as a hologram.

The musical is adapted from composer Jeff Wayne's 1978 album, which featured the late Richard Burton narrating the tale of a Martian invasion based on H.G. Wells' novel.

Wayne plans to release a new version with updated music next year, followed by a British arena tour starting in December 2012.

Neeson said Friday he was flattered to be offered the role, because "I loved Richard Burton and I loved his voice." ? but said he wouldn't be imitating the Welsh star's tones.

He said "I had to put that aside and focus on the text."

(AP) ? Target Corp. reported a 3.7 percent increase in third-quarter profits, helped by solid spending and improvement in its credit card business.

The Minneapolis discounter said Wednesday that it earned $555 million, or 82 cents per share, in the three-month period ended Oct. 29. That compares with $535 million, or 74 cents per share, in the year-ago period. Revenue rose 5.4 percent to $16.05 billion. Analysts had expected 74 cents per share on revenue of $16.31 billion, according to FactSet.

Revenue at stores opened at least a year ? an indicator of a retailer's health ? rose 4.3 percent in the quarter.

"We're very pleased with our third-quarter financial results," said Gregg Steinhafel, Target's chairman, president and chief executive in a statement. "We're confident that we have the right strategy and team in place to drive continued strong performance this holiday season and well into the future."

Target, which has carved a niche as a cheap chic discounter, took a hit when the economy went into free fall because about 40 percent of its sales come from essentials such as groceries. But Target's sales have rebounded as its expanded its offerings of food and emphasized its low prices in advertising. The retailer is also wooing shoppers with a 5 percent discount program it launched in October 2010 for customer who pay with Target branded credit and debit cards.

Target said Wednesday that its third-quarter average receivables for its credit card segment declined 9.9 percent to $6.2 billion in 2011 from $6.9 billion in the same period a year ago. Bad debt expense was $40 million during the third quarter, down from $110 million in the year-ago period.

Target said that it expects earnings per share for the fourth quarter to be in the range of $1.43 per share to $1.53 per share. Analysts expect $1.47 per share.

Target's shares rose about 2 percent, or $1.24 per share, to $54.42 in trading.

Keen On? Why $50 Billion Is Small Change For SCVNGR (TCTV)

seth priebatschProud Princeton drop-out and imminent mega billionaire, Seth Priebatsch is the self-styled Chief Ninja of the gaming/payments platform SCVNGR. Having raised $20 million and now employing 120 people, Priebatsch believes that the SCVNGR market could easily exceed $50 billion, a number he regards as "small". I?m not sure what to make of Priebatsch. The cynic in me (not hard to find) sees him and his company as a symbol of the hubris that has taken over the Valley. After all, how seriously can we take a 22 year-old kid in orange sunglasses who believes that he can "flip" the entire credit card industry by establishing what he calls an "interchange zero" business model for financial transactions? And yet wise old VCs like Highland General Partner Peter Bell have invested in Priebatsch and SCVNGR, so there is clearly something real about him and his idea for revolutionizing the credit card industry.
