In China, a daring few challenge one-child limit (AP)

ZHUJI, China ? Seven months pregnant, Wu Weiping sneaked out early in the morning carrying a shoulder bag with some clothes, her laptop and a knife.

"It's good for me I wasn't caught, but it's lucky for them too," said Wu, 35, who feared that family planning officials were going to drag her to the hospital for a forced abortion. "I was going to fight to the death if they found me."

With her escape, Wu joined an increasingly defiant community of parents in China who have risked their jobs, savings and physical safety to have a forbidden second child.

Though their numbers are small, they represent changing ideas about individual rights. While violators in the past tended to be rural families who skirted the birth limits in relative obscurity, many today are urbanites like Wu who frame their defiance in overtly political terms, arguing that the government has no right to dictate how many children they have.

Using Internet chat rooms and blogs, a few have begun airing their demands for a more liberal family planning policy and are hoping others will follow their lead. Several have gotten their stories into the tightly controlled media, an indication that their perspectives have resonance with the public.

After finding out his wife was expecting a second child, Liu Lianwen set up an online discussion group called "Free Birth" to swap information about the one-child policy and how to get around it. In less than six months, it has attracted nearly 200 members.

"We are idealists," said the 37-year-old engineer from central China, whose daughter was born Oct. 18. "We want to change the attitudes of people around us by changing ourselves."

Freed of the social controls imposed during the doctrinaire era of communist rule, Chinese today are free to choose where they live and work and whom they marry. But when it comes to having kids, the state says the majority must stop at one. Hefty fines for violators and rising economic pressures have helped compel most to abide by the limit. Many provinces claim near perfect compliance.

It's impossible to know how many children have been born in violation of the one-child policy, but Zhai Zhenwu, director of Renmin University's School of Sociology and Population in Beijing, estimates that less than one percent of the 16 million babies born each year are "out of plan."

Liu thinks his fellow citizens have been brainwashed. "They all feel it's glorious to have a small family," he said. "Thirty years of family planning propaganda have changed the way the majority of Chinese think about having children."

The reluctance to procreate is also an issue of growing concern for demographers, who worry that the policy combined with a rising cost of living has brought the fertility rate down too sharply and too fast. Though still the world's largest nation with 1.3 billion people, China's population growth has slowed considerably.

"The worry for China is not population growth ? it's rapid population aging and young people not wanting to have children," said Wang Feng, director of the Brookings-Tsinghua Center for Public Policy, a joint U.S.-China academic research center in Beijing.

Wang sees a looming disaster as the baby boom generation of the 1960s heads into retirement and old age. China's labor force, sharply reduced by the one-child policy, will struggle to support them.

He argues that the government should allow everyone at least two children. He thinks many Chinese would still stop at one because of concerns about being able to afford to raise more than that.

Penalties for violators are harsh. Those caught must pay a "social compensation fee," which can be four to nine times a family's annual income, depending on the province and the whim of the local family planning bureau. Parents with government jobs can also lose their posts or get demoted, and their "out of plan" children are denied education and health benefits.

Those without government posts have less to worry about. If they can afford the steep fee and don't mind losing benefits, there's little to stop them from having another child. There's popular anger over this favoring of the wealthy but not much that ordinary people can do about it, since the policy is set behind closed doors by the communist leadership in Beijing.

In 2007, officials in coastal Zhejiang province threatened to start naming and shaming well-off families who had extra kids, but the campaign never got off the ground, possibly because it threatened to tarnish the reputations of too many well-connected people.

Hardest hit by the rules are urban middle class parents with Communist Party posts, teaching positions or jobs at state-run industries.

Li Yongan was ordered to pay 240,000 yuan ($37,500) after his son was born in 2007 as he already had a 13-year-old daughter. After refusing to pay the fee, Li was denied a household registration permit for his son, forcing him to pay three times more for kindergarten.

He was also barred from his job teaching physics at a state-run university in Beijing. "I never regret my second child, but I have been living with depression and anger for years," said Li, who struggles to make ends meet as a freelance chess teacher.

Of course, there are surreptitious, though not foolproof, ways to evade punishment: paying a bribe or falsifying documents so that, for instance, a second child is registered as the twin of an older sibling. Or, sometimes second babies are registered to childless relatives or rural families that are allowed to have a second child but haven't done so.

Wu, the woman who made the early morning escape, said she never intended to flout the one-child rule. She had resorted to fertility treatments to conceive her first child ? a daughter nicknamed Le Le, or Happy ? so she was stunned when a doctor told her she was expecting again in August, 2008.

The news triggered a monthlong "cold war" with her husband, Wu said. Silent dinners, cold shoulders. She wanted to keep the baby. He didn't. After a few weeks, he came around, she explained with a satisfied smile.

But family planning officials insisted on an abortion. The principal at her school also pressured her to end the pregnancy.

Desperate, she went online for answers ? and was led astray.

At her home on the outskirts of Zhuji, a textile hub a few hours south of Shanghai, the energetic former high school teacher recounted how she divorced her husband, then married her cousin the next day, all in an attempt to evade the rules.

The soap-opera-like subterfuge was meant to take advantage of a loophole that allows divorced parents to have a second child if their new spouse is a first-time parent.

Wu had helped raise her cousin, who is 25 and 10 years younger than her, and when she asked if he would marry her to help save the baby, he agreed.

The divorce, on Sept. 27, 2008 involved signing a document and posing for a photo. It was over in just a few minutes. The next day's marriage was similarly swift.

"I remember I was very happy that day," Wu said holding the marriage certificate with a glued-on snapshot of the cousins. "Because I thought I'd figured out a way to save my baby."

But her problem wasn't over. When the newlyweds applied for a birth permit, officials informed them conception had to take place after marriage. They were told to abort the baby, then try again. Wu was back to square one.

A popular option that was out of reach for Wu economically is to have the baby elsewhere, where the limits don't apply. Some better-off Chinese go to Hong Kong, where private agencies charge mainland mothers hundreds of thousands of yuan (tens of thousands of dollars) for transport, lodging, and medical costs.

The number giving birth in Hong Kong reached 40,000 last year, prompting the territory to cap the number of beds in public hospitals they are allowed from 2012. However, parents of kids born abroad face the bureaucratic hurdles of foreigners, having to pay premiums for school and other services.

In the end, Wu also fled, but not as far as Hong Kong. Three months from her due date, she kissed her baby daughter goodbye, telling her she was going on vacation, and hopped an early morning train to nearby Hangzhou. There she switched to another train bound for Shanghai, hoping the roundabout route would throw off anyone trying to tail her.

In Shanghai, Wu used a friend's ID to rent a one-room apartment with shared bathroom and kitchen. It was tiny and not cheap for her, 700 yuan a month (US$107), but it was across from a hospital that allowed her to register without a government-issued birth permission slip and it had an Internet connection.

Wu had never used email, so her husband ? the real one ? set up a password-protected online journal that he titled "yixiaobb," or 'one tiny baby.' She posted to the journal up to nine times a day, describing where she was living without ever revealing her exact location. She prefaced every entry with a capital M for mother, and added a number to mark how many messages she wrote in a day. Using the same journal, her husband wrote to her, coding his messages with an F.

It felt like an invisible tether linking Wu to her husband. He didn't know where she was, but knew she was OK. Shortly before her due date, she asked him to come to Shanghai, and he was present for the birth of their son.

More than two years later, she and her former husband, the father to both her children, have yet to remarry ? hoping it will legally shield him from any future punishment.

The marriage with her cousin was easily dissolved after they discovered it was never valid, because marriages between first cousins is illegal in China.

Wu was fired from her job as a public school teacher because of the baby and her ex-husband, who is also a teacher, was demoted to a freelance position at his school. Though told she has been assessed a 120,740 yuan ($18,575) social compensation fee, Wu has refused to pay.

Enforcers of the family planning limits showed up at their house in July, and again in November, threatening legal action. Wu is afraid their property might be confiscated or that she or husband might end up in detention, but she doesn't want to pay the fine because she doesn't believe she's done anything wrong.

"I don't think I've committed any crime," she said. "A crime is something that hurts other people or society or that infringes on other people's rights. I don't think having a baby is any kind of crime."

Google Music / Playlists

Hi all.? Phone:? Samsung Galaxy S II Epic 4G Touch??? Problem: music.google.com? ... "Music" app on the phone (not the base music app, but the google specific app) can "see" my songs sitting in the cloud, and it can "see" my playlists that I've created (in the cloud), but the playlists are empty.

Has anyone seen this and does anyone know if there's a solution?

Will California Lose Race for World's Largest Solar Plant as Solar Millennium Declares Bankruptcy?

Solar Millennium, the company that built Europe's first parabolic trough power plants, and which was involved also in the ginormous Sahara solar project, known as Desertec, has declared bankruptcy. Solar Millennium was also developing the Blythe Solar Power Project in the Mojave Desert in California, in a race with South Africa to become the first solar power plant with more than 1 Gigawatt product capacity.

Investors are devastated and partners are scrambling to assess the impacts of the failure of Solar Millennium. The insolvency administrator's first task will be determining if Solar Millennium can continue business operations as the proceedings continue.

Solar Millennium's parabolic solar power plants rely on solar thermal energy, using large arrays of curved mirrors to collect the sun's warmth, which produces steam to drive a generator. The so-called Concentrated Solar Power (CSP) plant can continue to generate power after sunset, using the collected heat. But as prices continue to drop for photovoltaic technology, concentrated solar thermal power is falling out of favor. Additionally, industry insiders bemoan the fact that as soon as the research and development reaches a point where a technology is ready for the mass market, copycats begin their work -- soon flooding the market with similar technology produced at lower costs.

Solar Millenium has already stopped operations in America, where investors have announced their intention to change the Blythe Solar Power Project from CSP to photovoltaic technology (pdf), inducing the US Department of the Interior to suspend permission for construction activities until the anticipated use of a right of way grant has been re-established. This delay will most likely cause the US to lose the race for the first operational solar power plant exceeding 1 Gw capacity.

Hope remains for the Desertec Saharan solar power plant that Matt McDermott dubbed ginormous: Germany's Die Welt newspaper notes that Siemens still believes in the CSP technology, and that all efforts will be made to ensure that projects already started by Solar Millennium will be brought to completion.

Golf tournament on frozen bay to benefit Presque Isle State Park

The date has been set and registrations are now being taken for the second annual Joe Root's Frostbite Open.

The golf tournament is scheduled for Feb. 19 on frozen Presque Isle Bay.

Named for a hermit who once lived on the peninsula, the event is organized by the Presque Isle Partnership as a fundraiser for Presque Isle State Park.

The first Frostbite Open, in February, drew 144 golfers and raised about $3,400. Organizers said 60 foursomes will be welcomed this year.

Obama on political high, but momentum hard to keep (AP)

WASHINGTON ? On a political high, President Barack Obama capped a bruising year by securing a tax cut for millions of Americans ? an achievement that overshadowed Washington's deepening dysfunction and the slow progress of the economy on his watch.

The White House has ended a year with a political victory before. This time around the stakes are higher, and the president is by no means assured of carrying the momentum deep into an election year.

Addressing reporters before heading to Hawaii on Friday, Obama looked like a president in command of the stage again, for now. He left the capital after presiding over a two-month extension of a payroll tax cut ? about $40 per paycheck for someone making $50,000 a year ? that came when House Republicans caved on demands for a longer deal.

Yet on this issue, like many, enormous work remains for Obama after the new year, just when voters begin choosing a Republican nominee to try to oust him from his job.

Obama initially had pushed for a year-long extension of both the Social Security payroll tax cut and unemployment benefits. He got only two months on both because Congress could not agree on how to pay the bill for more without gutting their own political priorities ? the same problem that awaits all sides in the weeks to come.

Although Obama calls a full-year extension a "formality," politically, it is not. So he pushed Congress to work "without drama, without delay" when they return from their own recess.

The whole scene was reminiscent of a year ago, when Obama took a self-described "shellacking" in the midterm elections but still ended up leaving for his yearly Hawaiian holiday on a high note.

In a news conference at the time, a jubilant Obama claimed a "season of progress" after stringing together legislative victories in a lame-duck congressional session, including the repeal of the military's ban on openly gay service members and approval of a new nuclear treaty with Russia.

But progress was short-lived. Obama returned to Washington in January to face a divided Congress and a Republican party prepared to push him to the brink.

This time, Obama left without taking questions from reporters, ensuring no disruption from the narrative all over Washington ? a win for him, a capitulation for House Republicans. Had he engaged the press, Obama may well have been challenged about violence in Iraq since a U.S. troop withdrawal, or his own flip-flop over an oil pipeline included in the tax deal.

Obama may have won the messaging war this December, preventing higher taxes for 160 million Americans. But he gave up plenty to get a deal.

In securing the short-term extension, Obama caved on the controversial Keystone XL pipeline. The president had boldly said he would reject any effort to tie the payroll tax extension to the proposed Canada-to-Texas pipeline; he later gave in to GOP demands to make a decision on the project within 60 days.

Given that the House Republicans' backpedaling far overshadowed the president's compromises, GOP consultant John Feehery said Republican lawmakers are likely to come back to Washington in January even more motivated to take on the president.

"This is a temporary victory," Feehery said. "We're going to go back to the fight once again in a month and a half. This is one battle, not the whole war."

Obama's willingness to stand firm could help rally support among Democrats who have complained that the president too often seems to give in too much.

Obama's hard line at the end of the payroll tax cut talks sent an important message both to his supporters and Republicans, Democratic strategist Karen Finney said. She said both have misinterpreted Obama's prior compromises as a sign of weakness.

"In this instance it was certainly critical that the president not give any more ground," Finney said. "He showed that he does have a point at which he won't go farther."

The economy has been showing signs of coming around, too, which is vital to Obama's chances for a second term. But this is another area in which today's optimism can turn troubling at any time, with outside forces such as Europe's economic woes threatening to dampen the American recovery.

Each year, partisan debate and unfinished business have forced the president to delay departure for his cherished Christmas vacation in Hawaii. This December's stalemate threatened to derail the trip entirely, given that Obama himself pledged to stay in Washington until a deal to extend the cuts was reached.

Obama's original Dec. 17 departure date came and went.

It was only Friday, after the House and Senate finalized the deal, that the White House announced Obama's departure for later in the day.

The president has no public events planned during what is expected to be about a 10-day vacation. He typically spends his days in Hawaii playing golf or going to the beach with his family, though he makes occasional outings for dinner with friends.

The White House says the president's focus will be on spending time with his family. But there will be a small team of advisers traveling with Obama to brief him daily on domestic and international events ? and to help him get ready for the work, and the battles, that wait in January.

Mercosur leaders push to bring Venezuela into bloc (AP)

MONTEVIDEO, Uruguay ? South America's Mercosur trade bloc approved a Palestinian free trade deal Tuesday and then pushed to admit Venezuela as a full member, even at the cost of threatening its founding principles.

The agreement with the Palestinian Authority is the first between the territories and a bloc of nations outside the Arab world, but it is mostly symbolic because Israel strictly controls imports and exports involving the West Bank and Gaza Strip.

Exterior Minister Riyad Al Maliki thanked Brazil, Argentina, Uruguay and Paraguay for following through on their recognition of the Palestinian territories as a sovereign and independent nation.

In the West Bank town of Beit Jala Monday evening, chief negotiator Saeb Erekat called the agreement very important to Palestinian institution building, but complained that Israeli controls are stifling his people's economy.

"How can anyone plant or plan or transport if an 18-year-old kid with an Israeli jeep can prevent them from moving?" Erekat asked.

Israel's business attache in Montevideo, Ron Gerstenfeld, told The Associated Press that the accord "is not the best way to promote peace" in the Middle East. But he said Israel respects Uruguay's decision.

The Mercosur group also debated a range of measures to protect their developing economies against the dumping of goods that can't find markets elsewhere because of the financial crisis in the United States and Europe.

Venezuelan President Hugo Chavez, meanwhile, appeared to cause the most controversy at the meeting. Venezuelan membership has been stalled for six years because critics of Chavez dominate Paraguay's legislature and have refused to endorse Venezuela's entry. Mercosur rules require approval of both the executive and legislative branches of each member country.

A proposal for full Venezuelan membership was well received by the group's foreign ministers on Tuesday, according to Uruguayan Foreign Minister Luis Almagro, who declined to explain how they plan to get around the Paraguayan veto.

Venezuelan membership has been approved by Brazil, Argentina and Uruguay, but the Paraguayan senate insists that Chavez won't respect the rules of democracy.

That view has some support in Uruguay as well. Sen. Luis Lacalle, who co-founded Mercosur during his 1990-1995 term as Uruguay's president, called it a "death sentence, because the treaty has its legal requirements and they've ignored them. They are mortally wounding Mercosur."

Paraguay has yet to officially react to any effort to include Venezuela over Paraguayan lawmaker objections, which Lacalle called "an attack" against the country. Paraguayan President Fernando Lugo favors Venezuela's inclusion, but he has hardly any votes in his country's legislature, which remains dominated by the same Colorado Party that controlled the country for more than six decades, including during the 35-year Alfredo Stroessner dictatorship.

The arrival of Chavez at the summit suggests Mercosur countries are pushing ahead with a proposal by Uruguayan President Jose Mujica to facilitate Venezuela's entry as a full member. But the Venezuelan leader sought to downplay the development, saying his country's membership would not be immediate, or imposed without Paraguayan approval.

Mujica, Lugo, President Cristina Fernandez of Argentina and President Dilma Rousseff of Brasil were joining the summit, along with Rafael Correa of Ecuador, which also is pressing for full membership.

Trade barriers are also on the agenda. Argentina and Brazil are seeking to protect their local industries from cheap imports that threaten to flood the developing world due to economic problems in the north. Uruguay and Paraguay, which are less industrialized and depend more on imports, oppose blanket protections.

The Mercosur bloc also decided to close its ports to boats from the British-controlled Falklands, which Argentina claim as its own territory. The dispute involves a vast swath of potentially mineral-rich South Atlantic waters and has created a fresh diplomatic headache for Britain.

Mujica insisted that solidarity among South America's neighbors is key to Uruguay's foreign policy, and that "for the moment, this means accepting that this territory is a colonial British position in our America."

Uruguay will allow British-flagged civilian ships that may supply the islands to use its ports, but not military vessels, Mujica said.

Argentine Foreign Minister Hector Timerman thanked Uruguay for taking the position.

Earlier Tuesday, Ivan Heyn, an Argentine deputy commerce secretary and close friend of the president's son, Maximilano Kirchner, was found hanging with a belt around his neck in his Montevideo hotel room.

Inspector Jose Luis Roldan, Uruguay's top police spokesman, called it an apparent suicide, but said the investigation was continuing.

Pakistan coup rumors: Could the military take over again?

Coup rumors come at a time of great public dissatisfaction with Pakistan's President Asif Ali Zardari and growing disenchantment among the military with the US alliance.

There?s never a good time to be worried about your health. But when Pakistani President Asif Ali Zardari flew to Dubai on Tuesday to undergo tests after what his spokesman called a ?minor heart attack,? the rumors grew thick and fast that President Zardari would be ousted in a coup.

Pakistan is a rumor-prone place, despite having a fairly independent press, and both Pakistani and US officials were quick to tamp down any rumors of a military coup. But Zardari?s health problems come at a time when he is deeply unpopular with his own people, both over the usual issues of corruption and over his handling of international relations with the US, which have reached a nadir.

In theory, the US and Pakistan are allies in the fight against the same terrorist group, Al Qaeda, and supporters of a democratic regime in Afghanistan. But a spate of recent events shows how much the US-Pakistani relationship has soured.

  • The US capture and killing of Osama bin Laden on May 1, 2011, just yards away from a Pakistani military installation this year
  • The arrest and release of a CIA contract Raymond Davis for killing two Pakistanis on a motorbike in late January 2011
  • The continued US use of military drones over Pakistan, aimed at insurgents, but occasionally killing civilians as well
  • The apparently mistaken November 2011 bombardment of Pakistani soldiers by NATO forces in Afghanistan
  • And more recently, the withdrawal of Zardari?s ambassador to the US, Husain Haqqani, after news emerged that he supported the civilian government

As the man in the position to stand up to the Americans, Zardari is blamed by many Pakistanis, including some within the Pakistani military, for failing at his job. Opinion polls show that many Pakistanis would like to break off their alliance with the US and cooperation in the war against terror groups. So, while Zardari officials discount coup rumors, the conditions are certainly favorable for one.

"President Zardari's condition is stable, he is fine, he is OK," presidential spokesman?Farhatullah Babar?told AFP on Thursday.? As for rumors of a possible coup, Mr. Babar called them ?"speculative, imaginary, and untrue."

Zardari appears to have taken senior members of his military staff along with him to Dubai, a move that could very well have been a measure to ensure that he was kept informed of news events back home, or that could also have been intended to ensure that Zardari would indeed be allowed to return back to the country after his treatment.

Netherlands proposes ritual slaughtering ban

AMSTERDAM -- Political support for a proposed ban on slaughtering animals without stunning them first appeared to crumble Tuesday as the Dutch senate debated legislation that Muslim and Jewish groups say violates their religious rights.

The ban ? proposed by an animal rights party and widely supported by Dutch voters ? passed Parliament's lower house by a 116-30 margin in June, raising an international outcry from religious groups.

Although senators will not vote until Dec. 20, it appeared from Tuesday's debate that several parties that initially backed the ban in parliament ? including the Netherlands' two largest ? have changed their mind.


If the Netherlands does outlaw the slaughtering practices that make meat kosher for Jews or halal for Muslims, it will be the second country after New Zealand to do so in recent years. It would join Switzerland, the Scandinavian and Baltic countries, whose bans are mostly traceable to pre-World War II anti-Semitism.

Speaking first, Labor senator Nico Schrijver said his party now has "many questions" about the bill, including asking why it "so specifically aims its arrows at the rather small number of ritual slaughterers and why not large-scale industrial slaughter, which involves 500 million animals per year?"

"It seems to me that there may be much more effective, and less far-reaching methods that achieve the same goal" of improving animal welfare, Schrijver said, citing better education for slaughterers and better conditions in slaughterhouses.

Muslims, mostly immigrants from Turkey and Morocco, represent about a million of the 16 million Dutch population. The once-strong Jewish community numbers around 50,000 after most were deported and killed by the Nazis during World War II.

In both religions, tradition prescribes that animals' throats be cut swiftly with a razor-sharp knife while they are still conscious, so that they bleed to death quickly.

Support for the ban comes both from left-leaning voters who see this technique as inhumane, and from social conservatives who see it as foreign and barbaric.

Outside the debate, Esther Ouwehand of the tiny Party for the Animals, which proposed the ban, said it was unjust to inflict "extra suffering on animals to satisfy religious opinion."

The ban's most influential backer has been the Netherlands' anti-Islam Freedom Party.

"Do we want such practices in a civilized country as ours?" asked Freedom senator Marjolein Faber, after describing a worst-case scenario of a panicked animal taking six minutes to lose consciousness after a botched ritual slaughter.

The Royal Dutch Veterinary Association says it believes slaughtering cattle in particular while still conscious inflicts unnecessary suffering.

But Moshe Kantor, President of the European Jewish Congress, said there is "no scientific evidence" that religious slaughter, performed properly, is more painful for animals than stunning.

He said the law should be voted down in the name of freedom of religion.

"If this law is passed in a country known for its tolerant and open society, it could result in a very dangerous domino effect that could spread to other parts of Europe," he said.

Among the two parties in the Netherlands' governing coalition, the Christian Democrats opposed the ban from the beginning out of concern for the rights of religious minorities.

The pro-business VVD party, the country's largest, also now appears unlikely to support the ban.

VVD senator Sybe Schaap slammed the bill for "ethical absolutism" and said offering incentives for slaughterhouses to improve their practices would have a more positive effect than a ban.

The Dutch undersecretary for Economic Affairs Henk Blekers has said the Cabinet will only take a position on the bill after the Senate vote.

UK auditors warn Olympic budget is on the edge

(AP) ? Britain's spending watchdog warned London Olympic organizers Tuesday that they run a risk of exceeding their 9.3 billion-pound ($14.6 billion) budget for hosting the event and have little room for unforeseen costs.

The National Audit Office report concluded that while the venues are on time and largely complete, "not everything is rosy." The report came as British Olympic officials announced that they had doubled the funding for security operations at venues, raising overall security costs for the 2012 Games to more than 1 billion pounds ($1.6 billion).

"The government is confident that there is money available to meet known risks, but, in my view, the likelihood that the games can still be funded within the existing 9.3 billion-pound public sector funding package is so finely balanced that there is a real risk more money will be needed," said Amyas Morse, the head of the National Audit Office.

If that's the case, Olympic officials would be heading back hat in hand to British taxpapers who are already embroiled in tough economic times. The Organization for Economic Cooperation and Development expects the U.K. economy to contract in this current quarter and in the first three months of 2012 and grow only 0.5 percent next year.

Britain's National Audit Office, an independent organization, examines public spending on behalf of Parliament.

Just hours before the report, Olympics minister Hugh Robertson told reporters at a news conference that the London Games remained financially on track ? and within budget contingency planning despite the increased security costs. But the new security costs will certainly become a sensitive political issue.

"We're confident we can do this and remain on budget," Robertson said.

But the auditors noted that only 500 million pounds ($785 million) remains unallocated for dealing with future costs ? a fact that will alarm ministers already trying to stem public anger over cuts in pensions, social services and national programs. Security and transport costs figured among the question marks in the future.

The increase comes after security reviews suggested the initial estimate of 10,000 security guards for the games would not be enough. Thousands of soldiers are now part of the planning, though officials have declined to reveal the exact number.

Robertson made clear that security was not a negotiable item and that the British government was obligated to make sure it took every precaution to make the July 27-Aug. 12 event safe.

The government said an additional 271 million pounds ($424 million) has been allocated to making venues and other sensitive sites, such as hotels, more secure. That means the total cost of securing the venues has climbed to over 553 million pounds ($862 million).

But the rise announced Monday only deals with security guards and other measures needed to protect the venues and related sites. That money is in addition to the cost of paying police and others services to provide overall security for the games. Although Britain's Home Office initially budgeted 600 million pounds ($940 million) for that, that number has been trimmed to 475 million pounds ($745 million).

Authorities say they could only come up with a figure after complex arrangements to actually stage the games were in place. Robertson said an evolving security picture also played a role, suggesting that planners could not have known about the Arab Spring, for example, when first making their plans. He insisted that the British riots last summer, however, did not play a role in the funding increase.

But Tony Travers, a government expert at the London School of Economics, said the riots will serve to spook politicians about planning for "the unknown unknown."

"Security and transport are clearly by a long way the remaining unknown elements in the Olympics being delivered," Travers said. "Security for cost reasons and transport for uncertainty of effectiveness reasons."

The biggest security worry for the Olympics is terrorism. Security has been an intricate part of the games since a terror attack at the 1972 Olympics in Munich killed 11 Israeli athletes and coaches. London has not been immune from terror attacks ? four suicide bombers targeted the city's transit network in 2005, killing 52 commuters.

The British government is planning for the national terror threat to be "severe" during the Olympics, meaning an attempted attack is highly likely. About 12,000 police officers will also be on duty on the busiest days of the games.

Another increase likely to spark discussion was an additional 41 million pounds ($63.9 million) devoted to the Olympic ceremonies. Robertson defended the increase, saying that a proper spectacle was needed to make sure Britain and its tourism industry benefit. Billions of people around the globe are expected to watch the televised opening ceremonies.

"We're just never going to get another moment like this," Robertson said.

Auditors also expressed concern about the failure to finalize transport plans around the venues, pushed back from November to March.

"The experience of spectators, visitors and Londoners in general would be diminished and the reputation of the Games put at risk if these issues were not sorted out," Morse said of the transport and security issues.

Britain's total cost for the event remains at 9.3 billion pounds ($14.6 billion).

Fla. man charged with killing couple with bat

(AP) ? A North Florida man has been charged with two counts of first-degree murder after authorities say he beat a man and a woman to death with a baseball bat and then photographed their bodies.

Authorities said Saturday that Craig Arron Lede, 40, of Spring Hill is being held without bond after telling investigators that he killed John Ketsemidis, 29, and Dana Nelson, 28, at Lede's house on Wednesday when he became enraged that a debt couldn't be repaid. The suspect also allegedly drove to the home of the male victim's mother the next day trying to get money while the female victim's body was stashed in the trunk.

"The defendant stated he killed John and Dana because he was tired of being 'screwed over,'" Hernando County Sheriff's Detective Randy Wiliamson wrote in an arrest affidavit. "The defendant demonstrated how he swung the baseball bat and struck both victims. The defendant stated he photographed the bodies and intended to keep the picture as a trophy..."

According to a news release from the sheriff's office, Ketsemidis' mother called authorities Friday in a panic because she hadn't heard from her son in a few days. She told authorities that Lede had come by her house on Thursday, telling a bizarre story that her son was at a local hospital and that he needed money. Lede was driving her son's BMW, she said.

Hernando County sheriff's deputies headed to Lede's home that afternoon in an effort to locate Ketsemidis ? they had also traced him to the address through an ankle-monitoring device he was wearing because he was on probation. There deputies noticed what they believed was a body wrapped in a blanket on the garage floor, according to the news release.

"At that time Craig became very nervous and asked the deputies to leave unless they had a search warrant," according to the statement.

Lede, who is unemployed and had a warrant for a probation violation, was immediately taken into custody. It's unclear if he has an attorney.

As deputies pursued an arrest warrant, Lede began talking to investigators at the sheriff's office, authorities said,

Lede said the couple came to his house late Wednesday night and that Ketsemidis said he couldn't repay money he owed him, the news release said. Authorities said Lede became enraged and used a bat to strike Ketsemidis in the head, knocking him to the ground, and then to strike Nelson in the head.

"Once the victims were down and helpless, the defendant struck them in the head and upper body several times causing eventual death," the arrest affidavit says. "The defendant used his camera to photograph the deceased victims."

Authorities subsequently found both bodies in Lede's garage ? Ketsemidis' wrapped in a blanket, and Nelson's in the trunk of Ketsemidis' BMW.

The arrest affidavit says Lede acknowledged that he had "run errands with Dana's body still in the trunk."

Lede was charged with two counts of first-degree murder and one count of armed robbery. Authorities said Lede was wearing a gold Bulova watch that he removed from Ketsemidis' body.

Authorities believe Lede acted alone. He is currently being held without bond.

The St. Petersburg Times reported Saturday (http://bit.ly/uEtXPg ) that Lede has a history of domestic violence and a September 2010 battery charge. His father-in-law David Stenger told the newspaper that Lede once struck Stenger's daughter, prompting her to leave the marriage, file a restraining order against him and begin the divorce process.

Stenger said Lede's behavior worsened following a devastating car accident and he became addicted to painkillers.

Lede and the two victims had all been patients at Hope Pain Management Clinic, which was closed a month ago after a lengthy investigation by the sheriff's office.

"There is little doubt that (prescription drugs) significantly contributed to the deaths of these two young people," Sheriff Al Nienhuis said in a statement. "This is a perfect example that prescription drug abuse is not a victimless or a non-violent crime."

Charlie Sheen's ex-wife, Brooke Mueller, was arrested in Aspen, Colorado, Saturday on suspicion of third-degree assault and cocaine possession with intent to distribute, according to police.

Authorities said officers arrested Mueller at a nightclub after a woman reported being assaulted by her.

Mueller posted $11,000 bond and was released from custody.?She was scheduled in court Dec. 19.

Aspen police spokeswoman Blair Weyer says additional details are not immediately available.

Her attorney, Yale Galanter, had no comment.

Sheen and Mueller divorced earlier this year, citing Christmas Day 2009 as the day of their breakup.

Charlie Sheen was arrested in Aspen on that day on suspicion of assaulting Mueller.

He completed his probation in that case last November.

RIM writes off value of tablet inventory

(AP) ? Research In Motion Ltd., the struggling maker of the BlackBerry phones, is writing off much of its inventory of PlayBook tablets, since it has to sell them at a deep discount.

The Canadian company on Friday said it's taking a pre-tax charge of $485 million in the just-ended quarter to account for the declining value of the tablets. The model originally priced at $500 now costs $200.

A year ago, co-CEO Jim Balsillie said pent-up interest in the PlayBook was "really overwhelming." Companies are looking for an equivalent of the iPad of corporate use, he said.

In March, Balsillie said "The launch of the PlayBook may well be the most significant development for RIM since the launch of the of the first BlackBerry device back in 1999."

But when the tablet went on sale in April, reviewers puzzled over the lack of email software, saying the device seemed half-baked. RIM now promises updated software in February.

RIM said it shipped 150,000 PlayBooks to stores and distributors in the fiscal third quarter, which ended Nov. 26. "Sell-through," or the number actually bought by users, was slightly higher, reflecting sales of tablets shipped earlier. It shipped 500,000 in the first quarter and 200,000 in the second.

RIM also said it sold 14.1 million BlackBerrys in the third quarter, slightly better than analysts expected. It then expects sales to fall slightly in the current quarter, roughly in line with analysts' expectations.

The company provided preliminary revenue and profit figures for the third quarter that were lower than it previously projected, but not a surprise to analysts.

RIM said it expects earnings at the "low to mid point" of the $1.20 to $1.40 per share it previously forecast. Analysts polled by FactSet have on average been expecting $1.18 per share.

The company expects revenue slightly the below the $5.3 billion to $5.6 billion in its previous forecast. Analysts had been expecting $5.27 billion, on average.

RIM shares fell $1.76, or 9.5 percent, to $16.82 in morning trading Friday. The stock hit a seven-year low of $15.98 last month.

The PlayBook charge comes as analysts have started to conclude that RIM's management has no chance of really righting the ship. They've started to value the company not on its future prospects, but on how much it would be worth if acquired, broken up, or simply run down while keeping BlackBerry service going.

The company is also taking a charge of $50 million for an embarrassing October outage of email and Web services that lasted days for millions of overseas BlackBerry users. It briefly spread to the U.S. and Canada before the company was able to contain the damage.

RIM reports fiscal third-quarter earnings on Dec. 15.

Unemployment rate drops to lowest since 2009 (AP)

WASHINGTON ? The unemployment rate, which has refused to budge from the 9 percent neighborhood for two and a half frustrating years, fell sharply in November, driven in part by small businesses that finally see reason to hope and hire.

Economists say there is a long way to go, but they liked what they saw.

The rate fell to 8.6 percent, the lowest since March 2009, two months after President Barack Obama took office. Unemployment passed 9 percent that spring and had stayed there or higher for all but two months since then.

The country added 120,000 jobs in November, the Labor Department said Friday. Private employers added 140,000 jobs, while governments cut 20,000.

The economy has generated 100,000 or more jobs five months in a row ? the first time that has happened since April 2006, well before the Great Recession.

"Something good is stirring in the U.S. economy," Ian Shepherdson, an economist at High Frequency Economics, said in a note to clients.

The stock market rallied at the opening bell, after the report came out, but finished flat for the day. It was still up 787 points for the week. The only bigger point gain in a week was in October 2008, when stocks lurched higher and lower during the financial crisis.

The report showed that September and October were stronger months for the job market than first estimated. For four months in a row, the government has revised job growth figures higher for previous months.

September was revised up by 52,000 jobs, for a gain of 210,000. October was revised up by 20,000, for a gain of 100,000.

Unemployment peaked at 10.1 percent in October 2009, four months after the Great Recession ended. It dipped to 8.9 percent last February and 8.8 percent last March but otherwise was at or above 9 percent.

The rate fell not just because people found jobs. About 300,000 people simply gave up looking for work, and were no longer counted as unemployed. People routinely enter and leave the work force, though 300,000 is more than usual.

Obama, who faces a re-election vote in less than a year and a presidential campaign that will turn on the economy, seized on the decline to argue for expanding a cut in the tax that workers pay toward Social Security.

The tax cut affects 160 million Americans. It lowers a worker's Social Security tax by up to $2,136 a year. Someone earning $50,000 a year saves $1,000 with the tax cut. It will expire Dec. 31 unless Congress acts.

Republicans and Democrats have supported an extension but differ on how to pay for it. The Senate on Thursday defeated plans from both parties. Republicans had proposed paying for the cut by freezing the pay of federal workers through 2015. Democrats wanted to raise taxes on people making $1 million or more a year.

"Now is not the time to slam the brakes on the recovery. Right now it's time to step on the gas," Obama said Friday.

Inside the unemployment report, one of the most closely watched indicators of the economy's health, were signs of improvement for small businesses, which employ 500 or fewer people and account for half the jobs in the private sector.

The government uses a survey of mostly large companies and government agencies to determine how many jobs were added or lost each month. It uses a separate survey of households to determine the unemployment rate.

The household survey picks up hiring by companies of all sizes, including small businesses and companies just getting off the ground. It also includes farm workers and the self-employed, who aren't included in the survey of companies.

The household survey has shown an average of 321,000 jobs created per month since July, compared with an average of 13,000 the first seven months of the year.

When the economy is either improving or slipping into recession, many economists say, the household survey does the better job of picking up the shift because it detects small business hiring.

"We might finally be seeing new business creation expand again, which is critical to the sustainability of the recovery," said Diane Swonk, chief economist at Mesirow Financial, a financial services company.

The National Federation of Independent Business, a small business group, said Friday that its own survey of small companies in November found that more of them are planning to add workers than at any time since September 2008, when the financial crisis struck.

LogicBoost, a Washington, D.C., software consulting firm with 19 employees, has hired a sales worker and a marketing worker in the past three months and planned to post an opening for a software engineer Friday.

"Business is going gangbusters," CEO Jonathan Cogley said. "It would be great if the economy were stronger. I think we'd be growing even faster."

Outside Detroit, Grace Dersa opened the Frank Street Bakery this week with her husband. They took the $60,000 gamble after seeing signs that the local economy is improving. They, too, plan to add a worker soon.

"When we go to a restaurant here, there's a 30-minute to two-hour wait. Homes are selling in this area," Dersa said. "People are spending."

Indeed, Americans dropped a record $52.4 billion over the Thanksgiving weekend, according to the National Retail Federation, a trade group. A separate report from MasterCard found spending was up almost 9 percent from last year.

The unemployment report was the latest encouraging indicator for the economy. Other reports this week have shown that factories are producing more, construction is growing, and people are buying more cars.

The accelerating debt crisis in Europe has loomed over the economy for months. An economic collapse there would hammer sales of American exports. And if the crisis caused banks to stop lending money, the world economy would suffer.

But there are signs that Europe is moving toward a solution. Earlier this week, six central banks around the world made it easier for commercial banks overseas to borrow American dollars to do business. The coordinated action calmed financial markets and bought time for politicians to work something out.

The leaders of Germany and France appear to be pushing for stronger rules to make sure European governments are responsible with their budgets, the first step in a strategy to save the euro currency from collapse.

European leaders meet next Friday for a crucial summit on the matter.

In the United States, about 13.3 million people are counted as unemployed.

More than half the jobs added last month were by retailers, restaurants and bars. But professional and business services rose by 33,000, and those tend to be higher-paying jobs, such as engineers and accountants. The category also includes temporary jobs, which increased.

The household survey found that the number of unemployed fell by nearly 600,000 last month. About half found jobs, while the other half stopped looking for work. The decline of 600,000 is the biggest since January.

The so-called underemployment rate fell to 15.6 percent from 16.2 percent. That includes three groups: people who are unemployed and looking for work, people who are unemployed and have stopped looking, and people who are working part-time but would rather be working full-time.

But even with the recent gains, the economy isn't close to replacing the jobs lost in the recession. Employers began shedding workers in February 2008 and cut nearly 8.7 million jobs over the next 25 months. The economy has regained about 2.5 million.

And many people aren't getting raises. Average hourly pay slipped 2 cents last month to $23.18. In the past year, wages have risen 1.8 percent, but inflation has risen twice as fast, eroding buying power.

Obama may face voters next fall with the highest unemployment of a sitting president seeking election since World War II. Gerald Ford faced 7.8 percent unemployment when he lost to Jimmy Carter in 1976. Ronald Reagan faced 7.2 percent unemployment in 1984 and trounced Walter Mondale. Unemployment was 7.8 percent when Obama took office in January 2009.

The economy grew at a 2 percent annual rate in July, August and September. Paul Ashworth, an economist at Capital Economics, estimates growth will speed up to 2.5 percent in the last three months of the year, but slow to 1.5 percent in 2012. Ashworth's estimate assumes a recession in Europe, but not a nightmarish collapse of the euro.
