Pakistani commanders meet after US criticism (AP)

Pakistan's leaders have shown no indication that they plan to act on renewed American demands to attack the Haqqani network in its main base in Pakistan, even at the risk of further conflict with Washington. The U.S. has given Pakistan billions of dollars in military and economic aid.

The top U.S. military officer, Adm. Mike Mullen, last week accused Pakistan's Inter-Services Intelligence agency of supporting Haqqani insurgents in planning and executing a 22-hour assault on the U.S. Embassy in Afghanistan on Sept. 13 as well as a truck bomb that wounded 77 American soldiers days earlier.

Kayani, widely considered the most powerful man in Pakistan, has dismissed the allegations, saying the charges were baseless and part of a public "blame game" detrimental to peace in Afghanistan.

Pakistani Prime Minister Yousuf Raza Gilani also slapped down the accusations in a statement issued late Saturday.

"We strongly reject assertions of complicity with the Haqqanis or of proxy war," Gilani said in a statement. "The allegations betray a confusion and policy disarray within the U.S. establishment on the way forward in Afghanistan.

Pakistan claimed to have severed its ties with Afghan militants after the 9/11 attacks and supported America's campaign in Afghanistan, but U.S. officials have long suspected it maintained links. The comments by Mullen, who is chairman of the Joint Chiefs of Staff, were the most serious yet accusing Pakistan of militant ties, although he didn't cite any specific evidence.

U.S. Defense Secretary Leon Panetta has implied that American forces could even carry out unilateral raids inside Pakistan against the Haqqani network, operations that could have explosive implications in Pakistan where anti-American sentiment is widespread.

Pakistani Foreign Minister Hina Rabbani Khar warned the U.S. on Saturday against sending American troops into Pakistan, saying there are red lines and rules of engagement that should not be broken.

"It opens all kinds of doors and all kinds of options," she told Pakistan's private Aaj News TV from New York. The comment was in response to a question about the possibility of U.S. troops coming to Pakistan.

Despite the seriousness of the U.S. claims, which appear to accuse Pakistan of state-sponsored terrorism, Mullen and other U.S. officials have said Washington needs to keep engaging with Islamabad, a reflection of its limited options in dealing with the nuclear-armed state.

The head of U.S. Central Command, Gen. James Mattis, echoed this sentiment following a meeting with Kayani in Islamabad. In a statement issued Sunday by the U.S. Embassy, Mattis emphasized "the need for persistent engagement among the militaries of the U.S., Pakistan and other states in the region."

Mattis also met with Pakistani military's chief of staff, Gen. Khalid Wynne, who expressed his concern about "negative statements emanating from the U.S." and stressed the need to address "the irritants in the relationship," according to a statement issued by the military.

Around half of the U.S. war supplies to Afghanistan are trucked over Pakistani soil, and even as it accuses Islamabad of complicity with Afghan insurgents, Washington knows that it will likely need Islamabad's cooperation in bringing them to the negotiating table.

Gilani also called for greater cooperation.

"Let's avoid mutual recrimination and recommit ourselves to working together for eliminating terrorism and for reconciliation and peace in Afghanistan," he said.

Calif. governor signs compromise on Internet taxes

SAN FRANCISCO (AP) ? Gov. Jerry Brown signed legislation Friday that postpones new sales taxes rules that would have affected online purchases in California, granting more time for traditional and online retailers to lobby Congress for a national standard on the high-stakes issue.

The bill, crafted as a compromise among Amazon.com, traditional retailers and California lawmakers searching for ways to raise revenue, delays until at least September 2012 online tax rules that were implemented as part of this year's state budget package.

Under the compromise, Amazon will drop a ballot referendum planned for next year to overturn the law passed earlier in the summer, a move that promised an ugly and expensive campaign fight between online and traditional retailers.

"When you get two threats, that gives you an opportunity to find a compromise," Brown said after he signed the bill at Gap Inc. offices in San Francisco. "Hopefully, (the bill) will set an example for our colleagues in Washington that they too can cooperate."

If that effort fails, Amazon has agreed to start collecting sales tax from California customers. The budget bill signed previously by Brown forced more online retailers to collect the state sales tax effective July 1. The move prompted Amazon to cut ties with some 25,000 affiliate businesses in California and spend more than $5 million to collect signatures for the ballot referendum.

The compromise bill will cost California an estimated $200 million in tax revenue during the current fiscal year but helps both sides avoid a costly election contest and the possibility of legal challenges. State taxing authorities estimate that California loses at least $83 million a year in uncollected state and local use tax attributed to Amazon's sales.

Under the deal, the retailing giant will rekindle its relationship with its California affiliates and has promised to create at least 10,000 full-time jobs and hire 25,000 seasonal employees in the state by the end of 2015.

In a statement, Amazon's vice president of global public policy, Paul Misener, called the compromise legislation a win for all sides.

"We're committed to working with Congress, retailers and the states to pass federal legislation as soon as possible and as analysts have noted, we'll continue to offer customers the best prices, regardless of whether sales tax is charged," he said.

Consumers are required under state law to pay sales tax when they order online from companies out of state, but the tax is virtually impossible to enforce without the cooperation of the retailers. Customers rarely pay.

Traditional retailers, from Wal-Mart to local business owners, say the inability to police taxation on the Internet creates an uneven playing field, with online retailers gaining an unfair advantage.

A 1992 U.S. Supreme Court ruling in a case involving a mail-order retailer says a business must only collect state tax from customers if it has a physical presence in the state where they live, such as a retail store. Several states responded by trying to broaden the definition of physical presence. At least six states had done so by 2010 while nine more, including California, launched similar legislative attempts this year.

California's version, under the bill signed earlier this summer, imposed tax-collection duties on a company if it used marketing affiliates in the state to refer customers or if it had sister companies in California, such as Amazon's Silicon Valley company that developed the Kindle electronic book reader. Internet retailers such as Amazon and Overstock.com said that violated the Supreme Court ruling.

Amazon and the California Retailers Association worked out the compromise in the final days of the legislative session to postpone the tax measure and allow the online and traditional retail lobbies to make a unified push in Washington for a national standard.

The compromise also had the blessing of the California Chamber of Commerce and traditional retailers such as Barnes & Noble Inc., Best Buy Inc., Crate & Barrel, Sears, Target Corp. and Wal-Mart Stores Inc.

"Amazon's concession to finally begin collecting sales tax in California is a ground-breaking moment that sends a strong message to Washington that it is time to stop giving special treatment to a select few," Bill Dombrowski, president of the California Retailers Association, said in a statement released by the governor's office. "All retailers deserve the chance to compete, grow and create jobs on a level playing field, without government picking winners and losers."

Many of NYSERDA?s programs engage and educate the public on how to make their homes more energy efficient. Here are just some of the authority?s offerings:

• Free and reduced cost home energy assessments by certified private contractors, determined by income.
• Covering up to 10 percent of building costs to help offset the cost of energy efficiency improvements for anyone.
• Low-interest loans (3.49 to 3.99 percent) for energy efficiency improvements, determined by income and/or credit score.
• Solar energy (photovoltaic or PV) incentives. The average incentive for residential projects with up to 7000 watts of electrical capacity is $8,750 to $12,000.
• Solar hot water (thermal) incentives: Up to $4,000 per site for a residence.

The financial incentives for making your home more energy efficient don?t stop with the authority either. The state and federal governments have offers, too, Zatlin says. ?In addition to NYSERDA incentives for solar electric and solar thermal installations, the federal government provides a 30 percent tax credit, and New York State offers a 25 percent tax credit up to $5,000,? she says.

One of the companies on NYSERDA?s certified list of energy assessors is Comfort Home Improvement; also know as Comfort Windows, in Latham. The business offers a wide selection of home projects, including windows, doors, siding, basement remodeling, insulation roofing and more.

The company?s insulation manager, Marc Sardino, has been a certified safety and energy assessor for four years. So far this year the company has performed more than 300 energy assessments from their offices in Albany, Buffalo, Syracuse and Rochester. During the home assessment, which usually takes two to three hours, Sardino examines the residence top to bottom, especially the basement and attic. He says one of the most common issues, especially in homes more than 20-years-old, is inadequate insulation. ?One of the key measures in any home is if you don?t stop the air from escaping the home, it won?t be as efficient,? says Sardino.

Checking for air quality is also critical, Zatlin says. ?We don?t want to seal up a house if there are any problems with radon or CO2,? she says.

Projects that usually require a larger investment from homeowners often involve updating aging hot water heaters, furnaces and windows and larger insulation installations. The upside? Zatlin says the average homeower saves around $700 annually by following assessors? suggestions.

• Buy a good thermostat. Use a programmable thermostat with your heating system to lower the temperature automatically when no one is home or at night.

• Use your fan. Ceiling fans can keep you comfortable in the winter, too. Reversing the direction of the blades pushes warm air down into the room.
• Unblock the vents. Be sure not to block floor and wall vents with draperies, furniture or rugs. Also, clean vents regularly with a vacuum or broom
• Close the damper. If you have a fireplace, install glass doors and close the damper when not in use to keep heated air from escaping up the chimney.
• Buy a power strip. Plug your home entertainment system and electronics into an advanced power strip to reduce standby power.
• Replace the bulbs. Replace your five most used bulbs with Energy Star qualified compact fluorescent light bulbs.
• Lower your water temperature. Some manufacturers set water heater thermostats at 140 degrees; however, 120 degrees is a safe and comfortable level for most people.

GM OK's electric vehicle cooperation with China (AP)

SHANGHAI ? General Motors Co. agreed Tuesday to deepen cooperation with its flagship Chinese partner on development of electric vehicle knowhow amid pressure from Beijing to hand over proprietary technology.

GM would not say how much it's investing in the venture with Chinese state-owned partner Shanghai Automotive Industrial Corp., and gave few details of the deal.

The Detroit company denied that the agreement was the result of a push by China to acquire advanced technology like the Chevrolet Volt electric car that its own automakers have yet to develop. The Volt can travel about 35 miles on battery power, and a gas-powered generator kicks in to run the car when the batteries are depleted. The generator technology eliminates anxiety over whether a driver will run out of electricity.

GM Vice Chairman Steve Girsky, in a conference call from Shanghai, told reporters that neither SAIC nor the Chinese government have requested Volt technology.

Under the agreement with SAIC, the two companies will equally share the cost of developing a new all-electric vehicle, reducing GM's cost and risk, Girsky said.

GM, he said, makes a lot of money in the growing China market, and the partnership is an investment to keep that going. "This is not a political decision. This is a business decision," he said.

However, U.S. lawmakers have complained that China is shaking down GM to get the technology that drives the Volt. GM plans to start selling the Volt in China by the end of the year, but it probably won't sell many because it doesn't qualify for a Chinese government subsidy that amounts to $19,000 per car. The government offers the subsidy only to electric cars made in China. There also are tariffs on cars imported to China.

Lawmakers contend such requirements are unfair and may violate world trade rules.

Girsky said GM plans to sell only a small number of Volts in China at first to test consumer reception.

But he hinted that the Volt, now built at a Detroit factory for export worldwide, could eventually be built locally in China.

"If we localize, eventually it won't have a tariff and it will get the subsidy," Girsky said. "We have made no decision on if, when or where we build Volt in the future."

The agreement with SAIC was signed during a meeting of the U.S. automaker's board in Shanghai ? a visit underscoring China's importance to the company's future. It was the GM board's first meeting outside of the U.S.

"We can accomplish far more by working together than we can by working separately," Tim Lee, president of GM International Operations, said as GM and SAIC signed the agreement.

Tuesday's agreement follows an earlier memorandum of understanding on GM-SAIC cooperation signed in November. Girsky said there will be more joint ventures.

The choice of China for the board meeting reflects the country's crucial status as the world's biggest market for sales of new vehicles, despite a recent decline from double-digit growth.

GM's chairman Dan Akerson met Monday with more than 700 employees at GM's campus in Shanghai's eastern suburbs.

Shanghai is the site of GM's international headquarters and its highly successful venture with state-owned SAIC, which on Monday rolled out the 5 millionth vehicle since production began in late 1998.

The push for more advanced technology reflects China's frustrations with its continued weakness in automotive technology, analysts say. After 25 years of auto joint ventures that require local partners to hold at least a 50 percent stake, domestic automakers still lag behind their global rivals as they struggle to master the complexities of 21st century automotive engineering.

"China is not a technology leader in virtually any industry. The country has developed around low cost production," said Bill Russo, president of the consultancy Synergistics Ltd.

"This is the irony, that the largest and biggest growth market has relatively weak domestic manufacturers," he said.

An explosion in Chinese demand and sluggish sales in the recession-stricken West helped China overtake the U.S. as the largest car market in 2009. Last year, sales of passenger vehicles, excluding large buses, jumped by a third to 13.7 million vehicles.

Although growth in the overall market has slowed in recent months, GM's sales in China still jumped 13.4 percent in August from a year earlier to a record 205,885 vehicles for the month.

A large share of the company's growth has come from sales of its mini vehicles in another venture, SAIC-GM-Wuling. But strong demand for foreign-brand sedans and sport-utility vehicles has also helped.
