Here's a fun little workout I did the other day.? I got it from The Outlaw Way.? Going into it I thought the burpees would be the hard part.? They were hard, but the double-unders became very difficult.? The shoulders were shot by the end!? This workout really forces you to use good rope spin technique (all wrists!) or your shoulders will pay!

Look at that baby belly bounce when I jump rope!? I've gained 5lbs since my wife became pregnant!? Not good!

Romney says to lay out comprehensive energy plan

HOUSTON (Reuters) - Republican U.S. presidential candidate Mitt Romney told a fund-raising crowd that included a billionaire oil baron on Tuesday that he will lay out a comprehensive energy proposal this week aimed at increasing U.S. energy production and creating jobs.

Romney's speech will seek to return his presidential campaign to the more familiar ground of how to boost the sluggish U.S. economy after the race was dominated for more than a week by a Medicare proposal from his vice presidential running mate, Representative Paul Ryan.

Romney attended a fund-raising lunch at a Houston hotel that, combined with an event in Midland, Texas, will net between $6 million and $7 million for his battle to oust President Barack Obama.

Romney gave the crowd a pointed reminder that his campaign has been more frugal with his contributors' money than Obama has been. Figures released on Monday showed Obama's re-election effort had $60 million less cash on hand than the Romney campaign.

"You've perhaps noticed in the paper, we're a little wiser in our spending of dollars than the other side, apparently. I'm not managing their campaign for them, but we're going to spend our money wisely, we're going to spend it to win," he said.

At the head table in Houston was Harold Hamm, an Oklahoma billionaire who has been a major player in developing the large Bakken oil field in Montana and North Dakota. Other energy executives were in the audience as well, and what Romney told them was likely music to their ears.

Romney has made increasing energy production a key part of his plan to rebuild the U.S. economy and has been sharply critical of what he calls Obama's over reliance on renewable energy like wind and solar.

Romney has said he would ease regulations to allow more offshore oil drilling and increased production of natural gas. He would support coal mining as well, with the goal of making the United States less dependent on foreign sources of energy. He said he would also allow construction of the Keystone XL pipeline from Canada that has been delayed by the Obama administration.

"We will be, I believe before the end of this week, in New Mexico describing a comprehensive energy plan, particularly as it relates to fossil-based fuels," Romney said. He is scheduled to campaign in Hobbs, New Mexico, on Thursday.

Romney told the audience that "your input is something I wanted to retain before we actually cross the Ts and dot the Is on those policies."

He declined to go into more detail but campaign officials said he would outline policy proposals for increasing energy production.

Junkyard 101: How to Find Cheap Car Parts

The North American junkyard is a magical place if you're a penny-pincher, gearhead, professional widget collector, or just bored out of your mind in need of something cheap to do. Most upstanding citizens ignore this last stop in the automotive life cycle and choose new parts from a nice, safe dealer installed at exorbitant rates. If, however, you like to add a dash of adventure to your car repair, you should definitely check out a junkyard before shelling out for new parts. For the uninitiated, these places can be intimidating, but that needn't be the case. A good automotive recycler offers a priceless mechanical education as well as a boatload of inexpensive parts.

PICK YOUR POISON


Junkyards come in two styles?you-pick and full-service. At you-picks, customers bring their own tools and personally wrestle parts from derelict cars. Full-service yards will pull requested items and deliver them to the front desk, where payment is collected, though this convenience comes with added cost. My preference is definitely the do-it-yourself type, which offers endless opportunities for mechanical exploration. Plus, their low operating costs mean these businesses are popping up all over the place lately.

When you've found a yard, call ahead to find out what they specialize in. Some yards deal primarily in domestic-brand cars, others in Japanese, German, high-performance, or vintage. WHAT TO EXPECT


The scariest part for junkyard first-timers is passing through the gates. Before stepping foot in the yard, a clerk will ask for your signature on a brief document that absolves the company of liability in case you do something stupid like drop an engine on yourself. Some places charge a nominal fee for entry as well, usually about a dollar. Consider this cheaper than paying for a movie and way more educational. In well-operated yards such as Parts Galore in Flat Rock, Mich., there is an underlying logic. The in-demand stuff is kept up front?that's where you'll find plentiful vehicles prone to frequent breakdowns or high accident rates. Conversely, examples of cars that are rare or older or don't break down much will probably be all the way in the back, with a gradual progression between. Lots are often divided by vehicle manufacturer or point of origin?domestic versus Japanese versus European, or GM versus Ford versus Toyota, and so on; think of it as the difference between Dewey Decimal and alphabetical library systems. If you're lucky, a map of the grounds is posted. Of course, your local yard may be a mess of cars with no logic whatsoever. Some owners are just lazy.

The first thing to look for is the price board. Rather than put tags on all the items on every car, modern junkyards post a list of the different parts in cars and generic prices for each. Because the board doesn't care if a radiator comes from a Ford Escort or a Mercedes C-Class, the savings against new parts can be staggering.

While prowling for parts, don't jump at the first one matching your needs. Look around for the best example and inspect it carefully, making sure it isn't damaged. Find a car with a part you don't understand, such as a differential or transfer case, take it apart, and then try putting it back together. If it doesn't go back, that's okay. Got a big project coming up and want some practice? Junkyards are a great way to try out a repair or modification before the real deal. Teaching a microbe to make fuel

ScienceDaily (Aug. 20, 2012) ? A humble soil bacterium called Ralstonia eutropha has a natural tendency, whenever it is stressed, to stop growing and put all its energy into making complex carbon compounds. Now scientists at MIT have taught this microbe a new trick: They've tinkered with its genes to persuade it to make fuel -- specifically, a kind of alcohol called isobutanol that can be directly substituted for, or blended with, gasoline.

Christopher Brigham, a research scientist in MIT's biology department who has been working to develop this bioengineered bacterium, is currently trying to get the organism to use a stream of carbon dioxide as its source of carbon, so that it could be used to make fuel out of emissions. Brigham is co-author of a paper on this research published this month in the journal Applied Microbiology and Biotechnology.

Brigham explains that in its natural state, when the microbe's source of essential nutrients (such as nitrate or phosphate) is restricted, "it will go into carbon-storage mode," essentially storing away food for later use when it senses that resources are limited.

"What it does is take whatever carbon is available, and stores it in the form of a polymer, which is similar in its properties to a lot of petroleum-based plastics," Brigham says. By knocking out a few genes, inserting a gene from another organism, and tinkering with the expression of other genes, Brigham and his colleagues were able to redirect the microbe to make fuel instead of plastic.

While the team is focusing on getting the microbe to use CO2 as a carbon source, with slightly different modifications the same microbe could also potentially turn almost any source of carbon, including agricultural waste or municipal waste, into useful fuel. In the laboratory, the microbes have been using fructose, a sugar, as their carbon source.

At this point, the MIT team -- which includes chemistry graduate student Jingnan Lu, biology postdoc Claudia Gai, and is led by Anthony Sinskey, professor of biology -- have demonstrated success in modifying the microbe's genes so that it converts carbon into isobutanol in an ongoing process.

"We've shown that, in continuous culture, we can get substantial amounts of isobutanol," Brigham says. Now, the researchers are focusing on finding ways to optimize the system to increase the rate of production and to design bioreactors to scale the process up to industrial levels.

Unlike some bioengineered systems in which microbes produce a wanted chemical within their bodies but have to be destroyed to retrieve the product, R. eutropha naturally expels the isobutanol into the surrounding fluid, where it can be continuously filtered out without stopping the production process, Brigham says. "We didn't have to add a transport system to get it out of the cell," he says.

A number of research groups are pursuing isobutanol production through various pathways, including other genetically modified organisms; at least two companies are already gearing up to produce it as a fuel, fuel additive or a feedstock for chemical production. Unlike some proposed biofuels, isobutanol can be used in current engines with little or no modification, and has already been used in some racing cars.

The work is funded by the U.S. Department of Energy's Advanced Research Projects Agency -- Energy (ARPA-E).

Siri is your new customer service rep - Kraft Business Systems

NEW YORK (CNNMoney) ? Siri could be getting a new job soon at your bank.

The folks behind some of the technology in Siri, the iPhone?s virtual personal assistant, are bringing their voice recognotion technology to customer service applications, including bank, cable and credit card smartphone apps.

Nuance Communications (NUAN) last week announced the creation of ?Nina,? a natural human language input software that is designed to understand customers? questions about their accounts. Think of Nina as Siri?s cousin who lives inside your credit card app instead of your iPhone.

Nina could be molded to suit any customer-focused application, but in a demonstration with CNNMoney, Nuance chose a banking app to illustrate the technology?s capabilities. Just as Siri understands that ?Do I need an umbrella today?? is a question about weather, Nina can field contextual questions.

For instance, an order to ?Pay my bill? brought up Nina?s response ? in Siri?s familiar voice: ?How much would you like to pay??

Nina understood the reply of ?my statement balance,? and asked whether she should go ahead with the payment right now.

?No, let?s do it on Monday,? got a response of ?Okay, I?ll set up your payment for this Monday.?

The software can also check balances, transfer money, and troubleshoot problems, among other tasks. Nuance said the idea is to make Nina smart and fast enough to encourage users to go to the app first, before dialing a human customer service representative.

If a customer?s issue needs to be handled by a human being, Nina comes with a neat trick: The software can call a rep and provide the company with all the details of what the customer has been trying to accomplish. That means no more sorting through an endless series of call center menus and then having to explain the problem again when you finally get a human being on the other end of the line.

Nina also comes with an analytics engine that informs companies about how customers are using their apps.

?People will ask their phone different things than they would a representative on the phone,? said Robert Gary, general manager of Nuance?s mobile care unit. ?Knowing what people ask Nina will help them determine what should be automated and what shouldn?t.?

Nina is extensively customizable to work with any app that has customer service features, and it?s available on multiple platforms, including Apple?s iOS, Google?s Android and Microsoft?s Windows Phone. Companies can choose their own voice talent if they don?t like the stock ?Siri? or any of the other computerized voices.

Nuance built a nifty security feature in as well: To login to an app that incorporates Nina, users can say their password into their phone, and Nina will run a voice biometrics engine to determine whether it?s really the customer trying to get in.

USAA has announced that it will integrate Nina into its app. Nuance says it expects other financial institutions to come on board soon.

'Solid South' no longer just all-red or all-blue

ATLANTA (AP) ? The "Solid South" was a political fact, benefiting Democrats for generations and then Republicans, with Bible Belt and racial politics ruling the day.

But demographic changes and recent election results reveal a more nuanced landscape now as the two major parties prepare for their national conventions. Republicans will convene Aug. 27 in Florida, well established as a melting-pot battleground state, to nominate Mitt Romney of Massachusetts. Democrats will toast President Barack Obama the following week in North Carolina, the perfect example of a Southern electorate not so easily pigeon-holed.

Obama won both states and Virginia four years ago, propelled by young voters, nonwhites and suburban independents. Virginia, long a two-party state in down-ballot races, had not sided with Democrats on the presidency since Lyndon Johnson in 1964. Jimmy Carter in 1976 had been the last Democratic nominee to win North Carolina. Each state is in play again, with Romney needing to reclaim Florida and at least one of the others to reach the White House.

Southern strategists and politicians say results will turn again this year on which party and candidates understand changing demographics and voter priorities.

"The transformation of the South seems to never end," said Mo Elleithee, a Democratic campaign consultant with deep experience in Virginia and federal elections. "Now it's beginning to emerge, at least parts of it, as solidly purple."

New citizens, birth rates, and migration patterns of native-born Americans make high-growth areas less white, less conservative or both. There is increasing urban concentration in many areas. African-American families are moving back to the South after generations in Chicago, New York or other northern cities.

Young religious voters are less likely than their parents to align with Republicans on abortion and same-sex unions. Younger voters generally are up for grabs on fundamental questions like the role of the federal government in the marketplace.

"I wouldn't say the South is any more ideologically rigid than anywhere else in the country. Certainly, it's complicated," said former Gov. Phil Bredesen of Tennessee. Bredesen, a Democrat, won twice while Republican George W. Bush occupied the White House. Before that, Bredesen was a two-term mayor of Nashville.

Republican Haley Barbour of Mississippi, a former national party chairman and two-term governor, said the demographics are important but can be overemphasized. He acknowledged GOP concerns that Hispanics will vote Obama in proportions Romney cannot overcome "if the election for them is only about immigration." But, he added, "Never mind that their unemployment is so much higher than the national average. ... If the election for them is about the economy, we can do well."

Virginia grew from 7 million people to 8 million from 2000 to 2010, according to the census. North Carolina went from 8 million to 9.5 million. Both states were 65 percent white, a drop from 72 percent in each state. Native North Carolinians made up 58.6 percent of the population, a proportion that topped 70 percent two decades ago. Virginia is now half transient or immigrant.

"The North Carolina that Sen. (Jesse) Helms ran in was certainly different than today," said GOP campaign strategist Brian Nick, referring to the cantankerous five-term Republican senator. Nick worked for Helms' successor, Republican Elizabeth Dole.

Similar growth, migration and race trends are evident in Tennessee and Georgia, though they have not yielded the same party outcomes. In those states, white voters still break strongly for Republicans.

Republican Sen. Johnny Isakson of Georgia said "it would be dishonest" to argue race is not a prominent consideration in historical party identification, but he said race and demographics are not a primary driver in the state today. Isakson said it was new residents in metro Atlanta who helped the GOP take near total control of state government, with their votes based more on unseating entrenched powers than anything to do with social conservatism or old alliances based on race.

For decades after post-Civil War Reconstruction, the Lincoln Republicans were unwelcome in the South. Democratic loyalty intensified under Franklin Roosevelt and the New Deal. But the civil rights movement marked a split. "Dixiecrats" walked out of the 1948 nominating convention. In 1964, after Johnson signed the Civil Rights Act, Republican nominee Barry Goldwater's margins in a handful of Deep South states looked like FDR's three decades before.

From then until 2008, only Carter of Georgia and Bill Clinton of Arkansas managed Democratic victories in states that once belonged to the Confederacy. Both are native Southerners. Bredesen, a New York native, said he was called a "carpetbagger" in his earliest campaigns.

Heading into November, the former Confederate states have just five Democrats in the Senate and only a handful of white Democrats in the House. The GOP has a majority in one or both legislative chambers in all of those states except Arkansas.

There are outliers.

Kentucky last year re-elected a Democratic governor after sending tea party favorite Rand Paul to the Senate. While Republican presidential nominees rolled in North Carolina, Democrats Jim Hunt and Mike Easley were successful governors. Then, after Obama won the state, Republicans in their next cycle took both legislative chambers. Democratic Gov. Bev Perdue isn't seeking re-election and Democrats could lose half of their U.S. House seats, including two vacated by incumbents.

In Virginia, counties outside metropolitan Washington, D.C., and along the Atlantic coast helped elect a succession of Democratic governors and U.S. senator and swung to Obama in 2008. Then they went solidly for Republican Bob McDonnell in the 2009 governor's race.

The lesson, Nick and Elleithee said, is to know your audience.

Nick, the North Carolina Republican, said Democrats like Hunt and Easley talked effectively about education and maintained good relationships with the state's banking, technology and research sectors. Now, he said, Republicans are learning to talk about "kitchen-table issues" and economic security, rather than leaning on social issues.

Elleithee, the Democratic consultant on Virginia races, noted the influence of federal contracting in driving the economy of northern Virginia, where votes often settle the statewide result. Debates over spending and the deficit play differently than in other parts of the country. "People hear a 'cuts only' approach and think, 'that's my job' or 'that's my neighbor's job,'" he said.

Bredesen, along with Rep. Heath Shuler, one of the North Carolina Democrats who isn't running again, said even with advantageous demographic shifts, their party should still try to reclaim native white Southerners.

Shuler, a member of the Blue Dog caucus, said Southerners aren't as divided as it sometimes appears. He lamented a hyper-partisan atmosphere in Congress that he said spills into party primaries that, in turn, yield extreme options for a general election. Given much of the region's conservative bent, that dynamic has helped Republicans, he reasoned.

Nationally, Bredesen said, Democrats lost their connection with many small-town and rural whites because of a confluence of issues beyond race: Vietnam War protests, gun control, abortion, Supreme Court appointments, gay marriage. "I think the extent to which the national party has made a crusade out of some of these issues has driven people away," he said. To connect with distinct urban, suburban and rural populations, Bredesen said, parties must "appreciate the whole diversity of experiences Americans have in this country."

Barbour said Republicans should win over the growing nonwhite population based on policy. "The change in the South has been evolutionary, and I expect it to continue," he said. Panetta wants Afghanistan to do more to stop ?insider? attacks on NATO troops

KABUL, Afghanistan?Reflecting urgent concern over the problem of ?insider? attacks, U.S. Defense Secretary Leon Panetta urged President Hamid Karzai to tighten the vetting of Afghan recruits, while the Western military ordered troops to keep their weapons loaded even when on base, Afghan and NATO officials said Sunday.

There have been several attacks this month on Western troops by Afghan allies, and both sides are taking steps to stop them. The U.S. commander of Western forces, Marine Gen. John Allen, ordered the nationwide change in weapons status for NATO troops last week, after six U.S. Marines were shot dead by Afghans in two separate incidents in Helmand province on April 10, Western officials said.

Karzai, who spoke with Panetta by phone on Saturday, has expressed condolences over ?insider? attacks. But the issue is clearly a sensitive one for Afghan and U.S. officials alike, with both publicly emphasizing the importance of the ongoing partnership of Western and Afghan troops. In a message marking the end of the Muslim holy month of Ramadan and the start of the Eid al-Fitr holiday, Allen praised the ?capable and professional? Afghan security forces.

When performed in 1935, the cast featured Orson Welles in the leading role of financier McGafferty. The play, as the title suggests, explores the financial panic during the Great Depression and focuses on the nature of individual and corporate responsibility within American society, especially in a time of economic distress. Horses should not be providing rides in the midst of insane, noisy traffic.

While walking around New York City, every single time I go near Central Park, and Columbus Circle in particular, I cringe. I wince because all you see amidst the countless traffic and pedestrians are carriage horses everywhere, going in and out of noisy car lanes, for the sole purpose of riding people around to have a ?New York experience.? To me, it?s nothing but cruel. I don?t care how many breaks the horses are given and if law enforcement makes sure they are taken off the streets when the temps get too hot: horses shouldn?t be in the middle of midtown traffic day after day. It?s unnatural.

So I wasn?t surprised when I heard that yesterday a horse named Oreo got spooked and became so upset that he unhinged himself from the carriage and took off down the park, tossing two Australian passengers into the street.? He ran and finally collapsed on the street after police shot him with a?tranquilizer, kneeling down, looking utterly pathetic. The photos are heartbreaking. Eventually, the mounted police unit took the horse with them to get checked out by a vet.

The passengers weren?t badly hurt, although the driver did suffer injuries and was taken away via ambulance. Oreo suffered a few scratches and is home at his stable this morning.

On a recent trip to the Central Park Zoo, my middle daughter became very quiet and shared how the sight of the horses having to ride people around was disturbing, and it was. When we left the zoo, I noticed the ASPCA car was parked in the middle of Columbus Circle keeping an eye on the many drivers and horses passing by each minute. I had hoped that they inspected drivers, carriages, and horses, making sure that each was in good condition, but who really knows.

Sneaky drivers will often take a shortcut through the park on days when it?s deemed too hot for horses to be out and attempt to exit the park where there aren?t any police officers to enforce the ruling. It takes a savvy cop to follow them and sometimes they do, and penalize the driver.

Common sense will tell anyone that a horse shouldn?t be subject to those conditions day after day, especially when it?s only done for profit. There is talk again about banning horse-drawn carriages from New York City streets. Scott Levenson, spokesman for New Yorkers for Clean, Livable and Safe Streets, said on Good Day NY this morning that there are 68 medallion carriages and last year, 13 were involved in accidents. That?s quite a percentage. He wants to replace the horses with old-fashioned-looking electric cars.

A man died and a woman became seriously ill after contracting a rare rodent-borne disease that might have been linked to their stay at a popular lodging area in Yosemite National Park, officials said Thursday.

The man was the first person to die from hantavirus pulmonary syndrome contracted in the park, though two others were stricken in a more remote area in 2000 and 2010, officials said.

Testing by the Centers for Disease Control and the California Department of Public Health showed the virus was present in fecal matter from deer mice trapped near Curry Village, an historic, family friendly area of cabins.

"There's no way to tell for sure, but state health officials feel they may have contracted it here in Curry Village," park spokesman Scott Gediman said.

The woman was expected to survive.

Hantavirus develops from breathing in particles transmitted by rodent droppings, urine or saliva. Early symptoms of hantavirus can include fever and muscle aches, chills, headaches, nausea, vomiting, diarrhea, abdominal pain and coughing. Symptoms can show up within one to six weeks after exposure.

There is no specific treatment for the virus, and about one-third of people who contract it will die.

Curry Village is the most popular and economical lodging area in the park, a picturesque assemblage of rustic cabins at the base of the 3,000-foot promontory Glacier Point. Earlier this summer park officials placed some of the area off limits when a geologist's report revealed it is a rock fall hazard zone.

Both victims stayed at the park on overlapping days in June in canvas tent cabins located about 100 feet apart from each other, park officials said. Tent cabins are built on wooden platforms and are impossible to completely seal.

"It's a wilderness setting and the inspections have shown that the park concessionaire has done an excellent job at keeping them clean," Gediman said. "But there are rodents in the wilderness and some of them are infected and that's what happens."

There have been 60 cases in California and 587 nationally since hantavirus pulmonary syndrome was first identified in 1993. These two new cases bring to four the number of people stricken in California this year.

Most cases are in the eastern Sierra at higher elevations. The park's two previous cases were contracted in Tuolumne Meadows at 8,600 feet. Yosemite Valley is 4,000 feet.

Health officials say people should avoid contact with mice and other rodents. People should wear gloves and spray areas contaminated with rodent droppings and urine with a 10 percent bleach solution then wait 15 minutes before cleaning the area.

The park concessionaire, the Delaware North Co., has been disinfecting cabins.

Starting next week, park officials will begin trapping and testing deer mice in Yosemite Valley.

"There's no way we're going to eliminate rodents, but we will continue to test and monitor them," Gediman said.

EU considering cigarette logo ban to deter smoking

BRUSSELS (Reuters) - The European Union is considering banning logos on cigarette packs as part of an upcoming review of its law to deter smoking, a spokesman said on Thursday, a day after Australia's highest court upheld a similar ban.

The Australian court dismissed a legal challenge to the government's ban, in a case filed by British American Tobacco, Britain's Imperial Tobacco, Philip Morris and Japan Tobacco.

The ruling means that starting in December, all cigarette packs sold in Australia will brandish plain olive packaging.

The EU will publish a draft revision to its 2001 Tobacco Products Directive in the fall, and may introduce more stringent rules on packaging as well as extend legislation to newer tobacco products such as electronic cigarettes.

"Many things are being discussed, including the possibility of plain packaging," Antonio Gravili, a spokesperson for the European Commission, told a news briefing.

Printing larger graphic images on cigarette packs of the diseases linked to smoking is another option, Gravili said.

The World Health Organisation (WHO) says smoking is "one of the biggest public health threats the world has ever faced".

Smoking causes lung cancer, which is often fatal, as well as other chronic respiratory diseases. It is also a major risk factor for heart diseases, the world's number one killers.

The WHO predicts smoking could kill 8 million people every year by 2030 if governments don't take more action to help people quit.

The EU's 2001 Directive required all member states to ensure that cigarette packs carry text health warnings and in 2005 the Commission recommended a series of graphic images to illustrate health risks. Most EU countries have since adopted these pictures.

Once the directive's revision is completed, it will need the approval of the EU's 27 countries and over 700 members of the European Parliament before it can become law.

Anti-smoking lobbies in Brussels say plain packaging could prevent the young from getting hooked because a cigarette brand can become a badge in the same way that sports shoes and mobile phones can.

Tobacco firms say a packaging ban would infringe on their intellectual-property rights and boost sales of fake or illegally imported cigarettes.

In the EU, Britain has worked the most to make plain packaging national law.

The British government finished a four-month consultation on plain packaging last week. It is expected to make a decision on whether to push ahead with legislation this year.

A lawyer who advises companies on the draft legislation said companies could oppose the ban on grounds that it prevents free trade because manufacturers outside Britain would have to change packaging for the British market.

"If there was a European-wide initiative on plain packaging then this would reduce the scope of a challenge," said lawyer Paul Medlicott at law firm Addleshaw Goddard.

Figures from the Global Tobacco Surveillance System, a group set up by the WHO and the U.S. Centers for Disease Control, show that Europe has the world's highest rate of smokers aged 13-15.

NEW YORK ? Stocks opened higher after a surprisingly strong retail sales report for July provided more evidence that American shoppers are still spending freely even as their counterparts in Europe and Asia slow down.

The Dow Jones industrial average rose 17 points to 13,186 in the first half-hour of trading. The broader S&P 500 index added two points at 1,406 and the Nasdaq composite index rose four points to 3026.

U.S. retail sales rose in July by the largest amount in five months as Americans spent more on cars, furniture and clothes.

Sales rose 0.8 percent in July from June, according to the Commerce Department, after three months of declines. That was much better than the 0.3 percent increase economists expected, and comes just as countries in Asia and Europe are slowing.

The report provided investors hope that the U.S. economy was strengthening. They abandoned safe investments such as U.S. government bonds, sending the yield on the benchmark 10-year Treasury note sharply higher to 1.72 percent, from 1.66 percent late Monday.

Home Depot jumped $1.28 to $54.09. The world's biggest home-improvement retailer posted a 12 percent jump in net income and increased its earnings forecast for the entire year. Home Depot's fortunes are closely tied to the housing market, which has been improving. On Thursday, the Department of Commerce releases the housing starts and building permits report for July.

Jefferson Parish School Board overpaid for flood insurance, pushes to

The Jefferson Parish School Board paid $102,000 over the last year for flood insurance on 126 buildings that no longer exist, including portable buildings, storage sheds and other minor structures on school campuses that have been demolished or removed. The school system is seeking reimbursement.

The oversight occurred when buildings remained on the system's list of property values for insurance purposes even after their removal. The school system conducted a comprehensive inventory of its property in 2006, adjusting for the aftermath of?Hurricane Katrina. A firm the board hired to advise it on property and casualty insurance, Norris Insurance Consultants, conducted another full review in April, finding the excess properties.

Carmel Breaux, a consultant with Norris, said most of the buildings went offline recently, such as when Terrytown Elementary and Woodmere Elementary in Harvey moved into newly built campuses a year ago and shed their portable buildings, so in many cases the unnecessary insurance has not been in place for long.

Breaux said the system can seek reimbursement from the federal flood insurance program going back only to Oct. 15, 2011, and must submit proof that the buildings are gone, such as demolition contracts. For buildings demolished after that date, the system can receive a prorated refund for the remaining time since then.

Michael Martin, president of Gaynell J. Martin Insurance, longtime agent for the board, told the board's insurance committee on Monday that he would file for the reimbursement.

"You really should keep it updated every year," Breaux said about the district's statement of property values. School officials said they maintain inventories of system property that they update periodically, although the last comprehensive survey was in 2006.

The School Board faces a decision on renewing flood insurance on 526 buildings, including the 126 defunct ones, by this October. It has another 35 properties that come up for renewal in January and July. All of those buildings remain in place, Breaux said. The school system lists properties totaling $892,405,207 in value for insurance purposes.

System officials and insurance advisers faced a series of perturbed questions from School Board members about getting property inventories up to date and organized. The chairman of the insurance committee, Pat Tovrea, who highlighted the issue, ensured other board members the situation is being corrected.

"We are working together to try to correct any former errors and try to create a better path forward," Tovrea said. "Though the older system may not have been the most effective way of doing things, we are moving forward."
