Baking soda and vinegar are two things that I always buy in bulk, simply because they both offer up so many uses at such an inexpensive price. Baking soda alone can be used to remove odors from almost anything, from refrigerators to carpet. Just sprinkle some in the offending area (on the carpet, in your shoes) and let it sit or put some on a plate and let it sit. It just sucks the odor right out of there.

If you mix enough water with baking soda to make a paste, it works well as a toothpaste, a facial scrub, and as a sunburn reliever. I actually have some baking soda paste applied right now to my left shoulder to alleviate sunburn. It will work on pretty much any minor skin irritation, too.

If you?ve got heartburn, mix a teaspoon of baking soda in a cup of water and drink it. It cures my heartburn more effectively than almost anything else.

Pour a spoonful in a dirty or smelly toilet bowl and leave it sit for a couple of hours. The odor will go away, as will at least some of the stain (if not all of it).

There are more esoteric uses as well, such as putting a couple pinches of baking soda in the water you use to soak dry beans to reduce the ?gassiness? of the beans.

What about vinegar?

Pour some vinegar on unwanted grass or weeds at full strength and those weeds will shrivel up and die. This works great for sidewalk cleanup.

Use half a cup of vinegar in lieu of laundry softener to make your clothes feel wonderfully soft (there?s no vinegar smell, either). It also helps to brighten up bright colors.

You can remove many stains from fabrics by applying a mix of one part vinegar to four parts water. This mix gets rid of many minor stains. If the stain is tough, apply some pure vinegar directly to the stain (it gets rid of coffee stains, for example).

Mix five parts water to one part vinegar in a spray bottle to wash windows (it?s a lot cheaper than Windex and works just as well).

If you have some wilted vegetables, soak them in water with a teaspoon of vinegar and they?ll freshen up quite a bit.

If you have hard water stains, soak a cloth with vinegar and let the cloth sit on those stains. This does a great job of removing them.

You can really deodorize the garbage disposal by making some vinegar ice cubes. Toss these cubes down the drain, then run the disposal with some cold water.

These uses just scratch the surface ? they just happen to be the ones I?ve found useful in the last year or so. A simple Google search will find you many, many more ideas (some untested, I?m sure).

Nearly 87 percent of the EVs are expected to be charged in residential locations, as they will be parked in the garage for 10 to 12 hours in a day.

"EVs are more expensive than conventional vehicles, therefore, federal government is granting customers as much as $7,500 in incentives to purchase an EV," said Frost & Sullivan Research Associate Prajyot Sathe. The charging infrastructure is expected to grow at a compound annual growth rate (CAGR) of 128.12 percent, due to the currency of the ?green? concept and oil prices? volatility. Attracted by its potential and low entry barriers, participants are emerging from multiple industries such as technology, vehicle manufacturers, and utilities.

Even while offering substantial opportunities, the EV charging infrastructure market is plagued by issues typical to a nascent market. Participants are looking for solutions to ensure standardization of charging systems in vehicles, charging stations, and business models. EV owners are also inconvenienced by the low access to charging stations and the 8 to 10 hours needed to charge their vehicles at level 1.

Top EU, Iranian officials to meet on nuke impasse

BRUSSELS (AP) ? The European Union says top EU and Iranian representatives will "soon" hold talks on restarting the stalled negotiations over Tehran's nuclear program.

Spokesman Michael Mann said Thursday that EU foreign policy chief Catherine Ashton will discuss the matter with chief Iranian nuclear negotiator Saeed Jalili.

Mann says it "will happen soon, but we don't yet have the date."

Ashton's deputy Helga Schmid held talks Tuesday in Istanbul with Ali Bagheri, Iran's deputy nuclear negotiator, to pave the way for another high-level meeting.

The U.S. and other world powers want Iran to curb nuclear enrichment, which can produce nuclear warhead material, but Iran says its nuclear program is designed solely for peaceful purposes.

Recent high-level talks have failed to narrow those differences, and Iran faces intensified international sanctions over its program.

As the NFL and its referees union rocket toward the playing of games without the usual game officials, a serious question is emerging regarding whether the players will submit to games officiated by folks replacing the locked-out men in black, and white.

?We?ll see what the decision is as we get closer to the day,? NFLPA president Domonique Foxworth told PFT Live on June 5.? ?Hopefully, they can figure this out in an amicable way as soon as possible.? I?m not sure what the decision is going to be from the Players Association when that day comes.?

That day is coming.? The preseason begins on August 5, only 12 days from now.

Though NFLPA executive director DeMaurice Smith has yet to disclose the union?s plans, it?s clear that he has concerns.

Asked to gauge his level of discomfort regarding the absence of the regular officials for regular-season games, Smith went off the charts.? ?On a scale of 1 to 10?? Twelve,? Smith tells Peter King of Sports Illustrated.? ?The officials are being asked to be first-responders on the field for player safety as well as to officiate the games.? How do you expect officials not used to doing games at that level to be able to step in and handle the job?? To use a [lockout] as a motivational tactic in negotiations . . . we find repulsive.??

While the Collective Bargaining Agreement contains a no-strike/no-lockout clause that prevents a work stoppage during the 10-year term of the deal, the CBA doesn?t expressly prohibit a sympathy strike, in which the players would respect the game officials? picket line.? The players could, in theory, boycott games under that principle.

The players also could refuse to work based on the argument that replacement officials create an ?abnormally dangerous? working condition.? And that wouldn?t necessarily be a frivolous claim.? As King points out, Division I conferences won?t allow their officials to serve as NFL replacements in 2012.? The conferences permitted officials to work as replacements during a 2001 lockout that lasted through the first week of the regular season.

?That means the replacements will come from lower levels of college football, some retired and/or dismissed college officials, and high schools,? King writes.

That also means the replacements will be something far less than the best of the best officials.? Thus, when the NFL specifically required game officials to monitor players for signs of concussions during the 2011 season, the league unwittingly set the stage for a showdown with players on whether replacement officials compromise player safety.

It would be easy for the NFL to simply remove that responsibility from the replacement officials, but the fact that the NFL gave those duties to the game officials in 2011 supports a claim that it?s now a necessary component of player safety.

It nevertheless would be risky ? and potentially very expensive ? for the NFLPA to call for a sympathy strike or a walkout based on allegations of abnormally dangerous conditions and later to lose in court on whether the strike/work stoppage was legal.? The players would be responsible for the losses incurred by the owners, which would be significant given the refunds to ticket purchasers and network partners.

Then there?s the P.R. fallout that would come from a player-initiated work stoppage, along with the question of whether the NFLPA would be able to persuade players to do something they ultimately refused to do in 2011:? sacrifice game checks.

Regardless of how this one plays out, the looming possibility of lost games will make fans who don?t currently care about the referee lockout change their tune.

Will Apple?s iPhone 5 be named after Steve Jobs?

In a glowing posthumous tribute to its legendary?CEO Steve Jobs, rumours are growing that Apple Inc. will name its forthcoming and much-awaited iPhone 5 after the name of its co-founder.

An unofficial source close to the design of the new iPhone suggests that the ?5? in the iPhone 5 will be stylised to look more like an ?S? ? as in Steve.

That makes sense, actually, considering that the earlier iteration of Apple?s smartphone ? the iPhone 4S ? did have an S at the end of it, with speculation about what the ?s? stood for. A number of Apple fans and fanatics believe the ?s? in the iPhone 4S stands for ?speed?, others believe it denotes ?stunning style?, or ?siri?? and some even claim it stands for ?soaring sales?.

Rumours about an Apple device being named after the legend are not new. Before the launch of the new iPad earlier this year, there was a lot of speculation about its name, and in a pre-launch survey conducted by Mobilesplease, a UK-based service that compares phones,?87 per cent of respondents thought that the name should in some way reference Jobs.

Forget Apple - Sir Richard Branson's Virgin Atlantic too paid a huge tribute to Jobs when, earlier this year, it painted?one if its jets with a popular quote from Steve Jobs. In large red letters on the side of one of its Airbus A320 planes, it reads, ?stay hungry, stay foolish.? So, it shouldn't come as a shock to anyone that his own company may want to name the last big product that Jobs worked on after him.

Nevertheless, sources suggest that Apple insiders were aware of Steve Jobs? condition last fall, when they were preparing for the launch of the latest iteration of the iPhone. And in the rush to launch the new device before Jobs departed ? if rumours are to be believed, everyone on the ?inside? knew it was only a matter of time ? Apple quickly cobbled together and launched whatever was ready by a certain date.

Apple managed to, in fact, launch the device just in the nick of time ? Jobs died a day after the iPhone 4S was unveiled, and any delay in the launch might have jeopardised the fall sales numbers, at the least.

This year though, guilty of launching a half-baked product last year (it is rumoured that Jobs wasn?t entirely happy about the device rushed launch), Apple is taking its time and will launch a device that promises to Shift the paradigm, Set new Standards and Shake the Status quo ? the iPhone S, that is ? and that, it believes, will be the best tribute to its co-founder.

Rumours also point at the iPhone 5 being now released in October, instead of August. That may also be a tribute to Jobs, with the legend?s first death anniversary on October 5, a Friday ? perfect time to unveil the device to meet the holiday season rush demand as well.

The new smartphone is expected to feature a complete design overhaul ? the first one since 2010 when Apple released the iPhone 4.

Its touchscreen will not only be larger (4-inches) than the current iPhone, but also feature a new touchscreen technology altogether. The new technology, developed in-house by Apple, will allow for a stronger and thinner screen. Besides, it will 5 will pack some extra punch and include an impressive quad-core A6 chip.

But will it manage to maintain Apple?s narrowing lead over competition, especially the Samsung Galaxy S3, which seems to be enticing a number of Apple?s lesser fans into its fold? While we?ll find that out this October, one thing?s for sure ? Apple won?t leave any Stone unturned in its quest to meet its late co-founder?s expectations of the last big project that he worked on.

Now that the Supreme Court has upheld the constitutionality of the Patient Protection and Affordable Care Act (PPACA), health insurers are scrambling to reinvent themselves for a new era.? In an earlier post, I quoted Aetna CEO Mark Bertolini as saying he wants to create a business model that makes sense under the new rules and regulations.? In a recent speech Bertolini? explained, ?We need to move the system from underwriting risk to managing populations.? We want to have a different relationship with the providers, physicians and hospitals we do business with.?

Starting with Aetna, this analysis will examine the ways that insurance companies are trying to reinvent themselves for a reformed health care delivery system that often wonders why we need health insurers at all.

Early this year, Aetna decided to evolve ??from an insurance carrier to a health solutions company.? ?The head of brand and consumer marketing at Aetna stated, ??More and more, the end consumer is who we need to focus on.?? Aetna has developed Care Pass Platform, an agnostic tool that all consumers can use to aggregate and organize their fitness, medical, insurance and nutrition data. Aetna is also partnering with Medicity to provide smartphone apps for providers and iTriage to provide apps for consumers.? Aetna has conducted 57 pilot programs to test ways to decrease per-capita cost and increase the quality of the health care they deliver; the company is participating in 10 accountable care organizations (ACO) and has plans for 17 more ACO experiments.? One successful diabetes pilot in Pennsylvania resulted in acute sick days dropping by 31% with the use of case managers.? Aetna also spent $1.6 billion in 2011 to buy health care companies, including Medicity, Prodigy Health Group, Genworth Financial?s Medicare supplement business, and PayFlex Holdings. Aetna?s partnership with Northern Virginia?s Inova Health System to create a health plan where both partners will share costs and profits is perhaps the company?s most innovative experiment.? The partnership will provide incentives to encourage physicians to not over utilize tests and procedures and will also measure and reward quality of care.? Companies will get a rebate if the cost of the care of their employees is lower than expected.

A different innovative approach to responding to health care reform is Highmark?s merger with West Penn Allegheny Health System (WPAHS).? When first announced in June 2011, the idea inspired Hoover?s health care industry team to create the following headline:? ?Bizarre Pittsburgh proposal:? will Highmark ? West Penn merger work?? () ?A year later in June 2012 Moody?s rating service cited dropping patient volumes and continued operating losses at WPAHS in reaching the conclusion that the $475 million infusion of Highmark funds will not be enough to save the struggling health care system; Moody?s still rates $737 million of WPAHS debt as junk bonds. The Highmark WPAHS merger is complicated by Highmark?s unsuccessful attempt to merge with Independence Blue Cross and failed contract negotiations between Highmark and University of Pittsburg Medical Center (UPMC), the major health system in the Western Pennsylvania market that has its own insurance plan that competes with Highmark.? As if dueling advertising campaigns and lawsuits were not enough excitement, the plot thickened when Highmark fired its CEO Dr. Kenneth Melani, the architect of the merger, after he fought with his Highmark employee girl friend?s husband.? Assault charges were dropped against Melani after he successfully completed an anger management program.?

One wonders if new Highmark CEO William Winkenwereder, Jr., MD will continue to support the merger plans.

The Highmark WPAHS merger is an attempt to create ?what health-care thought leader, Clayton Christensen, in The Innovator?s Prescription, describes as an integrated, fixed-fee provider system. As such, Highmark and West Penn Allegheny are undertaking a tremendous change agenda.? () ?Other observers are watching the merger with interest because such vertical mergers have not been extensively studied or investigated.? The Western Pennsylvania region clearly needs to try something new because the status quo is not working: the largest hospitals and health insurers are engaged in a legal battle; WPAHS, the second largest hospital system, is on the brink of failure; and health care costs in Pittsburgh are substantially higher than in similar markets, relative to the quality of care.? Wellpoint, which covers about one third of the nearly 100 million Americans who receive their insurance from a Blue Cross plan has been investigated by Congress for canceling policies retroactively in order to achieve at least a $128 million profit. Wellpoint has also been criticized for having 39 executives who each make more $1 million a year and for spending $27 million on staff retreats at resorts in 2007 and 2008.?

Reform advocates point out that such overhead costs contribute to the $400 billion a year in administrative costs that would largely disappear under a single payer system. ?Wellpoint?s response to health care reform has been to spend $100 million on technology upgrades and to buy Medicaid provider Amerigroup for $4.46 billion and CareMore for $800 million.? Angela Braly, Wellpoint?s CEO said, ?First and foremost there are significant growth opportunities ahead in the Medicaid marketplace resulting from economics, demographics, budgetary issues, as well as healthcare reform. We expect Medicaid spending under managed care programs to increase by nearly $100 billion by the end of 2014.?

At least one critic has wondered about the wisdom of this purchase , based on two future possibilities: 1) if Romney becomes president and the GOP takes control of the Senate, then the Medicaid expansion in the PPACA might be overturned and 2) the Supreme Court ruling left the door open for GOP governors to refuse to participate in the Medicaid expansion.

Braly, of course, is the health insurance executive who stubbornly defended proposed 2010 premium increases in California that President Obama attacked during the debate over the passage of the PPACA. WASHINGTON (AP) ? After years of following the paper trail of $51 billion in U.S. taxpayer dollars provided to rebuild a broken Iraq, the U.S. government can say with certainty that too much was wasted. But it can't say how much.

In what it called its final audit report, the Office of the Special Inspector General for Iraq Reconstruction Funds on Friday spelled out a range of accounting weaknesses that put "billions of American taxpayer dollars at risk of waste and misappropriation" in the largest reconstruction project of its kind in U.S. history.

"The precise amount lost to fraud and waste can never be known," the report said.

The auditors found huge problems accounting for the huge sums, but one small example of failure stood out: A contractor got away with charging $80 for a pipe fitting that its competitor was selling for $1.41. Why? The company's billing documents were reviewed sloppily by U.S. contracting officers or were not reviewed at all.

With dry understatement, the inspector general said that while he couldn't pinpoint the amount wasted, it "could be substantial."

Asked why the exact amount squandered can never be determined, the inspector general's office referred The Associated Press to a report it did in February 2009 titled "Hard Lessons," in which it said the auditors ? much like the reconstruction managers themselves ? faced personnel shortages and other hazards.

"Given the vicissitudes of the reconstruction effort ? which was dogged from the start by persistent violence, shifting goals, constantly changing contracting practices and undermined by a lack of unity of effort ? a complete accounting of all reconstruction expenditures is impossible to achieve," the report concluded.

In that same report, the inspector general, Stuart Bowen, recalled what then-Defense Secretary Donald H. Rumsfeld asked when they met shortly after Bowen started in January 2004: "Why did you take this job? It's an impossible task."

By law, Bowen's office reports to both the secretary of defense and the secretary of state. It goes out of business in 2013.

Bowen's office has spent more than $200 million tracking the reconstruction funds, and in addition to producing numerous reports, his office has investigated criminal fraud that has resulted in 87 indictments, 71 convictions and $176 million in fines and other penalties. These include civilians and military members accused of kickbacks, bribery, bid-rigging, fraud, embezzlement and outright theft of government property and funds.

Much, however, apparently got overlooked. Example: A $35 million Pentagon project was started in December 2006 to establish the Baghdad airport as an international economic gateway, and the inspector general found that by the end of 2010 about half the money was "at risk of being wasted" unless someone else completed the work.

Of the $51 billion that Congress approved for Iraq reconstruction, about $20 billion was for rebuilding Iraqi security forces and about $20 billion was for rebuilding the country's basic infrastructure. The programs were run mainly by the Defense Department, the State Department and the U.S. Agency for International Development.

A key weakness found by Bowen's inspectors was inadequate reviewing of contractors' invoices.

In some cases invoices were checked months after they had been paid because there were too few government contracting officers. Bowen found a case in which the State Department had only one contracting officer in Iraq to validate more than $2.5 billion in spending on a DynCorp contract for Iraqi police training.

"As a result, invoices were not properly reviewed, and the $2.5 billion in U.S. funds were vulnerable to fraud and waste," the report said. "We found this lack of control to be especially disturbing since earlier reviews of the DynCorp contract had found similar weaknesses."

In that case, the State Department eventually reconciled all of the old invoices and as of July 2009 had recovered more than $60 million.

The report touched on a problem that cropped up in virtually every major aspect of the U.S. war effort in Iraq, namely, the consequences of fighting an insurgency that proved more resilient than the Pentagon had foreseen. That not only made reconstruction more difficult, dangerous and costly, but also left the U.S. military unprepared for the grind of multiple troop deployments, the tactics of an adaptable insurgency and the complexity of battlefield wounds. It also left the U.S. government short of the expertise it needed to monitor contractors.

Although the audit was labeled as final, a spokesman for Bowen's office, Christopher M. Griffith, said several more will be done to provide additional details on what the U.S. got for its reconstruction dollars and what was wasted.

Microsoft bets on advanced touch tech in tablet war

Microsoft buying Perceptive Pixel last week could easily be dismissed as just another in an endless line of acquisitions by the big movers in tech. But looking a little closer shows that it's part of a trend that may define computing as we know it over the next few years.

One thing that tablet makers have learned over the last few years is that you can't beat the iPad at being the iPad. So Google has focused on being futuristic, Amazon has focused on low cost, and Microsoft has taken two different tacks.

First, Microsoft has visually differentiated itself with the?Metro UI on Windows Phone and Windows 8. An unmistakable visual style is rarely a drawback. It's striking, divisive ...?and even functional.

Second, Microsoft is focused on capability.?That's why the Surface is built to be a full-on Windows PC (though the RT version of Windows is limited to a degree that is hard to calculate), complete with keyboard and trackpad. And it's why Microsoft bought Perceptive Pixel, a company that does creative things with touchable surfaces, making them powerful and intuitive interfaces.

Perceptive Pixel was founded by Jeff Han, one of the people in the world who can rightly be called a pioneer in touch-based interfaces. In a now-famous demonstration done at a TED conference in early 2006, he showed off a multi-touch display with many of the gestures and features that would later be lauded on the iPhone and Microsoft's original Surface table.?

Since then the company has continually advanced touchscreen tech and specialized in oversized implementations like CNN's "Magic Wall." And you'd better believe Han and his engineers are interested in things like Kinect and other new technologies; if they were making multi-touch years before it went mainstream, they've got to have some tricks up their sleeves today.

Perceptive Pixel is a young, innovative company that, with luck, is being treated like an invaluable?treasure by the massive, much-slower-moving company that just bought it. Some young blood and some fresh (and exclusive) new ideas could be the difference between Microsoft's tablets being decent?? and their being essential.

Pen input, fingerprint recognition, 3-D displays, complex gestures. These could all be part of your average tablet in a couple years, but Apple wants to keep things simple and Google is already backing away from full-fledged?PCs. Microsoft isn't the only one focusing on next-generation interfaces (see Google Glass), but it clearly has one foot in the past and one in the future. It's possible that hedging of bets might undo them (it might pay off better to go?all-in on traditional computing, or all-in on next-gen), but it may also be that they hit the sweet spot: iPad convenience married to desktop versatility.

Of course, it'll take time before Perceptive Pixel's young blood makes it through Redmond's?immense circulatory system. And any mishandling (as with Skype, where ads were added to calls) could spoil it. But whether they end up digging their own grave or breaking ground on a New Microsoft, they've got shovel in hand, and that counts for something.

Apple talks about a "post-PC era." Microsoft is trying to?bring the PC into that era anyway. Maybe it'll go nicely, maybe it'll go kicking and screaming. Either way, it should make for an interesting couple of years.
