Survey: Kansas friendlier to small business than Missouri ...

When it comes to being nurturing and friendly to small business, Kansas gets an A, but Missouri gets a C.

Those were the grades handed out Tuesday in a nationwide survey of more than 7,000 small-business owners by the Kansas City-based Ewing Marion Kauffman Foundation and Thumbtack.com.

The second annual Thumbtack.com Small Business Friendliness Survey looked at issues faced by entrepreneurs regarding starting and maintaining a successful business.

Taxes are a consideration, but survey respondents also rated areas such as licensing regulations, zoning, the environment, the labor pool, and training and networking programs.

?Some 7,000 business owners across the country have told us that they care about a lot more than just taxes,? said Sander Daniels, co-founder of Thumbtack.com. ?For most businesses, simple licensing regulations and helpful training programs are even more important to their success.?

Based on the criteria, Utah, Alabama, New Hampshire, Idaho and Texas were rated as the five friendliest states for small business. Hawaii, Maine, Rhode Island, California and Illinois were the bottom five.

Kansas was viewed favorably for its support of small business, improving upon last year?s A- ranking. The state graded well for the ease of starting a business, especially its regulatory systems.

Missouri slipped slightly in 2013 after earning a B- a year ago. That decline can be attributed partly to issues with licensing and permitting requirements.

The study also ranked cities. The top performers were Austin, Texas; Virginia Beach, Va.; and Houston.

Kansas City outperformed St. Louis, earning an A- overall. Its cross-state neighbor received a B.
